This workshop, held in Yekaterinburg on December 10, 2003, highlighted the importance of creating a robust technology transfer (TT) network in Russia. TT: why ? • Academia plays vital role in “pre-dominant-design phase” of innovation => new strategic goal of Academia: UTILISATION • unlock & leverage value of research (nb taxpayer) • discoveries for innovation pipeline of region/nation • not mere €€€’s, but socio-economic societal benefits • tied to mgt of knowledge, R&D, innovation and HR • access to cutting edge Knowledge, technology and equipment • reward/retain, mobilise and attract research talent • (acquire additional funding for Knowledge development) • Required for succesful utilisation of innovative Knowledge ex publicly funded research: adequate technology transfer

ASTP (1) • Brussels ‘99: although AUTM, UNICO and EARMA/TII: clear unmet needs for true professional TT in EU • => initiative of a few PRO individuals • Non-profit association (e.g. Dutch Law; The Hague) • Mission: promote & professionalise TT at EU science base • Funding: self-sustaining (members, activities & sponsoring only. No EU or other public funding) • Membership base: individuals; true practitioners (“mud”) • Governance: lean Board (6) with broad spectrum (**) • Secretariat & administration outsourced
ASTP (2) • Activities: • Note: cater for experienced, intermediate & novice • CPD: workshops, seminars, conferences, Executive Fora • Networking: face to face, E-group • Information: mailings & membership guide • Surveys: sofar 1 pilot (data !?) • Publications: not yet, but readers/slides • External contacts: e.g. OECD and EU Commission • Collaborations: e.g. AUTM (+ Int’l Federation), LES, MANCEF, EIRMA, (ProTon**)
=> Premier pan-European network of academic TT professionals Ca. 325 members/175 PRO’s/30 countries (incl. Russia, Ukraine, Estonia, Latvia, Poland) Proven track record & recognised authority (**)
TT(O): a few remarks • TT = dedicated; people’s business; near to bench • TTO: although depending on local circum-stances: arm’s length ! • TTO staff: professionals, i.a. legal, IP & business development + genuine industry experience • TT skillset: not mere research- or patent “administration” type (cf. former SUPA)
=> How to “à la Russe” ? • Do by all means form a national association • First step: government initiation = o.k. if no other • But 1: no copy; adapt to your local needs • But 2: clear focus group, active individuals, no research policy/admin persons • Also: do benefit from & work with existing international networks like ASTP
