What is it its definition/scope? • Development and management of quantity and quality river waters in such a way so that people of cities, towns & villages use river for their religious, cultural, social and recreational needs during most of the time in the year • Water requirements for irrigation (essential for food security) and industrial development (essential for economic growth of the country) are not compromised in a major way
What has been done? • For pollution control: Ganga Action Plan (GAP) [1985 – 2000] • GAP II [1993 – 2009] • Yamuna Action Plan (YAP) [1993 – 2000/2003] • YAP-II [December 2004 for 5 years] • YAP-III [started in December 2011 assisted by Japan International Cooperation Agency (JICA)] • Hon’ble courts directed from time-to-time for shifting/closing of the high polluting industries operating in the cities on the banks of the rivers
What has been done? • NGRBA under Hon’ble PM undertook preparation of GRBEM Plan through consortia of seven IITs which submitted its interim report recently • MoEF prepared a concept paper on “River conservation Zone” which is under discussion • MoWR prepared a model bill for “Flood Plain Zoning” and advised States to adopt • Some States undertook initiative – Sabarmati River Front Development for Ahmedabad city by Gujarat State Government (Ahmedabad Municipal Corporation) is most talked about
International Rivers by the side of Cities Chengdu, Singapore, Shanghai etc.
What are the issues? • Waste disposal in the rivers beyond self purifying capacity • Toxic, industrial or non-biodegradable waste in the rivers • Disposal of waste in aquifers which join the river as base flow • Restricting water way need hydraulic and hydrological analysis for high flood situation • Rehabilitation of the authorised or unauthorised habitants in the river plains
What are the issues? • Capacity development and mass education of the people for a cultural change for treating water and waste • Sufficient flood drains in to the river for preventing drainage congestion in the cities/towns • Insufficient flows for maintaining river front during non-monsoon period • Sustainability of the system developed
How it can be done - approach? • To address the issues (listed earlier) holistically • Waste management right from house hold • Dual supply system • Mandating recycling of water • Optimum management of STPs • Clustering and segregation of industries • Waste-to-energy • Water neutral technologies & incentivisation of industries • Hydrologic and hydraulic studies of rivers
How it can be done - approach? • Strategies for managing floods • Strategies for ensuring desired flows in lean period • Capacity development preferably through dedicated NGOs • Mass education through various media • Criteria for prioritisation of Cities/towns • DPR including all the aspects along with rehabilitation plan • Development of specific PPP models • Web based system for review and monitoring
Who can do it? • Coordination is a huge issue • Brining the subject matter under MoWR is a welcome step • Appropriate steps may be taken up at State • Probable actors – Central level • Urban Development, Drinking Water Supply and Sanitation, Surface transport, Environment and Forests, Information & Broadcasting, Information Technology, NRSC, Central Water Commission – planning and technical support
Who can do it? • Academic institutes for research and studies • State level - Agencies carrying out similar nature work may develop coordination mechanism • Local level – most important role for micro planning and implementation
Funds, Revenues, sustainability? • Existing schemes to continue: • under NMCG, supported by world bank • JICA assisted program for Varanasi • YAP-III supported by JICA • Centrally funded for studies and preparation of DPRs • PPP models for revenue generation and sustainability
