INTRODUCTION • SPC already contributes to building climate resilience in member PICTs • Provides support across more than 20 sectors • Climate change is a broad-based development issue • Requires a holistic and integrated approach across all sectors • Important to outline how SPC can assist member PICTs to manage climate change risks

PURPOSE OF THE STRATEGY • Inform members of how SPC can assist members manage climate change risks • Document SPC’s climate change strategic outcomes and keyresult areas • Provide an integrated ‘whole of organization’ coordination framework for climate change • Outline how SPC intends to work in partnership with others The ‘many partners–one team’ approach

VISION AND GOALS The SPC vision: • A secure, resilient and prosperous Pacific Community whose people are educated and healthy and manage their resources in an economically, environmentally and socially sustainable way The goal: • Pacific Island countries and territories are able to effectively manage the risks climate change presents.

THE STRATEGY Three Strategic Outcomes • Strategic Outcome 1: Strengthened Capacity of the Pacific Islands Community to Respond to Climate Change • Strategic Outcome 2: Climate Change Integrated into SPC Programmes and Operations • Strategic Outcome 3: Enhanced Partnerships at the Regional and International Level

Strategic Outcome 1 • Strengthened Capacity of the Pacific Islands Community to Respond to Climate Change Climate Key Result Area 1: Strengthened PICT Climate Change Response Capabilities at the Sector and National Level Key Result Area 2: Strengthened SPC Climate Change Delivery Networks in Member PICTs

Strategic Outcome 2 • Climate Change Integrated into SPC Programmes and Operations Key Result Area 3: Climate Change Integrated into all SPC Programmes and Operations Key Result Area 4: Climate Change Scientific, Technical and Policy Support Capacity at SPC Strengthened Key Result Area 5: Reduction in organizational greenhouse gas emissions and increased resilience to climate change impacts

  8. Strategic Outcome 3 • Enhanced Partnerships at the Regional and International Level Key Result Area 6: Strengthened Regional Climate Change Coordination and Partnerships Key result Area 7: Strengthened international partnerships

Resourcing the Strategy • SPC has attracted significant additional resources • Key development partner support • Australia (ICCAI) • Germany (GIZ) • European Community (GCCA-SIS and DRR) • United States (USAID) • Total resource envelope 2011-2015 ≈ USD 58 million eq. for climate change support ≈ Euro 20 million for DRR

  10. RECOMENDATIONS CRGA is invited to: • Notethe Climate Change Engagement Strategy prepared by the Secretariat; and • Endorse the Secretariat’s efforts to establish a ‘whole of organization’ climate change engagement framework to guide SPC’s contribution to the regional climate change response
