  2. Total Student Enrolments in Delhi Schools 2013-14 to 2016-17 Total enrolment fell down by 1,76,743 students (7% fall) from 2013-14 to 2016-17 in MCD (fall by 93,444 students) and State Government (fall by 83,299 students) schools.

  3. Change in Class I Enrolments from 2010-11 to 2016-17 Enrolment in class 1 has gone down by 30% from 1,92,820 in 2010-11 to 1,35,491 in 2016-17 in MCD and State Government Schools. * Estimated using time-series regression.

  4. Total Dropouts in MCD & State Government Schools2016-17 • During 2016-17 academic year 85,412 students dropped out in MCD and State Government schools. • Worst performing: City zone & Central District. • Shahdara South zone & Shahdara North zone (EDMC), Najafgarh zone(SDMC) and East district (state) did not provide any information about the number of students dropping out from their schools.

Government Schools and Private Schools: 10th Results* (*) Source: Class 10th result from 2011 to 2016 has been taken from Delhi government’s education website (http://www.edudel.nic.in/welcome_folder/Result_Analysis2006.htm) while data for class 10th result for 2016-17 has been received through RTI .

Learning Outcomes in State Government Schools (1/2) • 86.6% of the students in class 5th and 66.6% of the class 8th students from state government schools scored between A to C, that is between 40- 100 marks. • 44% of the students enrolled in class 9th in 2013-14 didn’t reach class 12th in 2016-17. • 43% didn’t go to the class 10th (academic year 2016-17) from class 9th (academic year 2015-16). • 26% didn’t go to the class 12th (academic year 2016-17) from class 11th (academic year 2015-16).

  11. Data from Household Survey Praja Foundation had commissioned a household survey to Hansa Research which was conducted in April-June 2017 across the city of Delhi. The total sample size for the survey was 24,301 households. Out of the total sample size of 24,301 households, 5,417 households had children in the age group of 3-15 years, out of which 4,346 households had children going to school (678- MCD, 1,279- State and 2,389- Others). Hence, the education questionnaire was administered further with those (4,346)households only.

Deliberations • Councillors(April 2016 to March 2017) • 147 Councillors (54%) did not raise a single issue on education. • Only one issue was raised on drop-out and five on primary education. • MLAs(2016) • 25 MLAs out of 58 (43%) did not raise a single issue on education • Maximum number of issues on Education were raised by JagdishPradhan (12).

What Needs to be Done Accountability • Education department must present an annual report on its achievements and learnings with all the key performance/outcome indicators and also share all its data on an open platform in a raw format. • Strengthen Data management System and Research Officer’s Wing. Monitoring • Independent (third-party) monitoring and reporting of quality of teachers, schools and learning outcomes of students. Resources • Capacity building programmes should be need based and attendees (e.g. teachers) should have an option to pick relevant programmes linked to building their skills. • Focus upon the quality of content in education(curriculum); as well as holistic development through value education, sport and art. Providing quality education is the duty of the Government. Quality of education should be a paramount focus for the Government.
