  24. FREE KICK UNKNOWNS • Language mirrors NCAA rule. • These are LIVE ball fouls under NCAA. • Federation lists them as DEAD ball fouls. • Language in the rule is live ball wording, but penalty is dead ball encroachment. • Have to wait till August.

OTHER CHANGES • Illegal kick retains same status it had prior to being illegally kicked. • LHSAA can authorize officials to have jurisdiction earlier than 30 minutes. • Accidental touching of a loose ball by player blocked into the ball is ignored and is not a new force. • Roughing the passer now includes the personal fouls listed in 9-4-3; it’s not just charging into him.
