Why Measure? • To support processes of internal learning and improvement, and service benchmarking • To check that services are making the widest possible community contribution, and delivering value for money • To justify the importance of culture and sport to internal funders • To provide the evidence to help raise funds from external sources (local, regional and national) • To prepare the sector for shift towards commissioning

Ten Step Guide • Establish internal buy-in • Review the national and local strategic context • Define, classify and prioritise your services i) Core/mainstream ii) Activities and initiatives • Match services/activities to key outcome themes (safer, stronger communities; health and older people etc) • Review current performance management systems/data by service • Define your outputs (bums on seats, with demographics): Level One • Create linked outcome measures i) Outcome measures derived from secondary data/partners (e.g. Place Survey, Active People, YOTs, schools, Police, PCT): Level Two ii) Outcome measures derived from primary data/self-evaluation (e.g. beneficiary surveys, interviews, tracking, commissioned evaluation reports) • Populate with existing baseline data • Agree and confirm process for data collection, reporting and dissemination • Build links with LSPs, external partners, and commissioning groups
