  3. BACKGROUND One of the important elements in emergency response service is being able to locate and track the callers and the incident. The service should be accessible to the public especially the Person with Disabilities (PwDs) community. Telekom Malaysia (TM) had developed an intelligent communication messging for the emergency service to be accessible to the PwDs and at the same time improved the location tracking. PwDs can communicate with Malaysian Emergency Response Services 999 Response Center (MERS 999RC) by using Smartphone application developed by TM. The application utilizes the GPS information in the smartphone to identify the location of the caller or location of the incident. This new application is known as SaveME 999.

BACKGROUND • In Malaysia, the total numbers of PwDs registered with Jabatan Kebajikan Masyarakat (JKM) are 464,967 where: • 42,909 blind; • 55,517 deaf; • 153,918 physically disabled; • 170,809 educational difficulties; • 2,725 disabled in speech; • 16,998 mental and • 22,091 others. SaveME 999 Pilot Test • The objectives of end to end Pilot Test: • To get feedback and comments from the five (5) Emergency Agencies namely: • Polis DiRaja Malaysia (PDRM) • Jabatan Bomba dan Penyelamat Malaysia (JBPM) • Kementerian Kesihatan Malaysia (KKM) • Jabatan Pertahanan Awam Malaysia (JPAM) • Agensi Penguatkuasaan Maritim Malaysia (APMM) • To test the effectiveness of SaveME 999 applications for addressing genuine emergency cases before the launching of SaveME 999. • Scope of SaveME 999 Pilot Test: • Involve PwDs only • Include all Emergency Agencies (PDRM, JBPM, KKM, JPAM and APMM).

  6. LAUNCHING OF SaveME 999 SaveME 999 was launched at Marriot Hotel, Putrajaya on 9 September 2013 by YB Dato' Sri Ahmad Shabery Cheek, Minister of Communications and Multimedia Malaysia.

  8. SaveME 999 APPLICATION SaveME 999 application cater for smartphones that operates with any of the four types Operating System (OS) namely: iOS (version 5 and higher) Android (version 2.2 and higher) Blackberry (version 6 and 7) Windows Phone (version 7 and 8)

  10. SaveME 999 TARGET GROUP • The target group for SaveME 999 application: • Person with Disabilities (PwDs) community (especially deaf and mute); and • People in distress condition and cannot talk due to certain reason (threatened, kidnap or cardiac arrest).

  11. ENHANCEMENT to ANI and ALI Enhancement to Automatic Number Identification (ANI) and Automatic Location Identification (ALI) for smartphone had made it possible for MERS 999 to track callers and incident.

SaveME 999 VALUE PROPOSITION The application use GPS information to locate the exact longitude and latitude of the smartphone (accuracy not more than 10m radius). 3 1 2 To fulfill the needs of Person with Disabilities (PwDs) community who could not talk especially deaf and mute. Assist the people in distress condition and cannot talk due to certain reason (threatened, kidnap or cardiac arrest).

  15. BENEFITS of SaveME 999 SaveME 999 application is accessible and being offered nationwide. The application utilizes the GPS information in the smartphone to identify the location of the caller or the incident. There is no registration fee or monthly subscription for usage of this application. Smartphone users can provide additional information about the emergency situation and photos (if necessary) before transmitted the data to MERS 999RC. SaveME 999 has helped shorten the response time and has echoed the sentiment of BYOD (Bring Your Own Device) in Malaysian ICT industry. Smartphone users can choose to contact MERS 999RC by sending message or talk directly to MERS 999 call takers and responders.

NEW SHORT MESSAGES SERVICES (SMS) CAPABILITIES for SaveME 999 • As a backup if there is no internet connection. • If there is no internet connection, SaveME 999 will automatic convert emergency information to SMS as a backup, where users still able to send emergency information via SMS • (2)SMS notification to users • Once 999RC receive information and create call card, call card will be dispatched according to current procedure • User will receive SMS notification from 999RC ‘’Your emergency report is in action, help is on the way – Message from 999”

  30. FUTURE ENHANCEMENT for SaveME 999 Able to locate exact location on high rise building – using Z coordinate that will be made available from the GPS enabled phones. Application for the “Blind” as part of MERS 999 expansion in 2013. Video Relay Services to communicate face to face with dedicated interpreter at MERS 999RC. Able to provide online interpretation services. Location tracking for all types of phones using enhanced cell id and WLS.
