  3. Team Preparation and Activation • Self Preparation • Personal Gear Pack • Accident Investigation Kits • Accident Investigation Kits are available from the BLM National Fire and Aviation Directorate Safety Office.

  4. Call-Up/Activation Procedures • Bureau of Land Management • National Park Service • U.S. Fish and Wildlife Service • Bureau of Indian Affairs • Forest Service • Bureau of Indian Affairs

  5. Serious Accident Investigation Team Notification • Handout 3-2 will assist you in gathering information for your assignment.

  6. Unit Point of Contact/ Management Liaison • The Agency Administrator will assign a Point of Contact or Management Liaison to the team to assist with logistical tasks. Note: While they are valuable to the team, they are not a member of the team.

  7. Actions to be taken by the Local Unit • Exhibit 2-1 is a checklist that is faxed to the local unit in preparation of your arrival. • The Team Leader should make sure that the Agency Administrator/Unit Point of Contact has received the information on initial actions to be taken by the local unit and is beginning to obtain the requested information.

  8. Delegation of Authority The Team Leader will be given delegation of authority from: • Agency DASHO • Associate Regional Director of Operations (NPS Non-Fire) • Fire Directors for DOI Agencies (for fire related investigations)

  9. Delegation of Authority • For interagency accident investigations, the delegation is through one joint delegation of authority letter from the involved agencies officials. • There are some key areas that may require decisions on a case-by-case basis and should be determined and identified in the delegation of authority. These areas may include: • Identify Office of Record (for retaining final case file and processing FOIA requests) • Accident Review Boards (ARBs) – identify single agency or joint interagency ARBs as applicable

  10. Summary • Team activation time is critical, so being prepared will facilitate mobilization. • Initial accident information may be sketchy and incomplete, but having established your points-of-contact and knowing pertinent information will allow better team engagement once on-site.
