Funds released under Special Packages during 2008-09 • Rs. 412.91 crore released as special package for construction of 3.15 lakh houses in 33 districts affected by naxalite activities in eight States of Andhra Pradesh, Bihar, Chhattisgarh, Jharkhand, Madhya Pradesh, Maharashtra, Orissa and Uttar Pradesh. All districts availed II installments but documents/clarification are still pending (except Balaghat of Madhya Pradesh, Gumala and Lohardaga of Jharkhand and Sonbadra of Uttar Pradesh) for settlement of the case. • Rs. 20.61 crore released as special package for construction of 0.23 lakh houses in 14 border area districts of Jammu & Kashmir, Himachal Pradesh, Arunachal Pradesh and Assam. Out of 14 districts 11 districts availed II installments rest three districts (Dibang Valley of Arunachal Pradesh and Kathua and Poonch of J & K) not availed II Instalment. The documents in respect of 11 districts - Anjaw and KurungKurmey of Arunachal Pradesh, Leh, Jammu, Baramulla, Kupwada, Rajauri and Kargil of Jammu & Kashmir, Kinnaur, Lahul & Spiti of Himachal Pradesh who availed the II Installments are still pending for settlement. *The documents pending in all the above cases are Utilization Certificate (UC), Audit Report (AR) & Completion Certificate (CC)
Funds released under Special Packages during 2008-09 • Rs. 99.00 crore released as special package for construction of 0.73 lakh houses in 15 Kala-azar affected districts of Bihar. Out of 15 districts only 6 districts availed II Installments. The documents for settlement are still pending. • Rs. 35.25 crore released as special package for construction of 0.47 lakh houses for primitive tribal groups in Andhra Pradesh, Jharkhand, Rajasthan and West Bengal. All districts availed II installments. The documents/clarification are still pending for settlement (except Baran district of Rajasthan). * The documents pending in all the above cases are Utilization Certificate (UC), Audit Report (AR) & Completion Certificate (CC)
Allotment of Homestead Plots Scheme launched on 24th August, 2009 • Total allocation for 2011-12 - Rs. 500.00 crore • Total released for 2011-12 - Rs. 770.89 crore • Total allocation for 2012-13 - Rs. 553.00 crore • For the year 2011-12, eight states-Madhya Pradesh (175.47), Tripura (48.28), Jharkhand (10.91), Chhattisgarh (110.84), Odisha (181.30), West Bengal (39.54), Rajasthan (195.63)Maharashtra (9.09) were released funds for additional houses under Homestead sites.
Requirement for Full Release of Funds At least 60% of Total Available Funds (TAF) to be utilised Transfer of funds not to implementing agencies but beneficiaries to be treated as expenditure Opening balance in UC to tally with closing balance in Audit Report Closing balance to be less than 10% of TAF Diversion of IAY funds and interest amount for other purposes not permitted Reporting of Outcome performance as part of UC In case of excess closing balance utilise 75% of TAF by 31st December
Common/Frequent Shortcomings/Errors in Proposals submitted for II Installment • State share not released or partially released • UC/AR/Block Expenditure Statement and Bank Reconciliation Statement do not tally • Compliance with Auditors’ observations not furnished with the proposal • Bank Charges/Contingency Expenditure included in the Income and Expenditure Statement which is not permissible • The bank interest accrued on IAY funds can only be utilized towards unit assistance and not for any other purpose • Funds under Total Sanitation Campaign (TSC) to be utilized only for construction of latrine in IAY house

Quality of IAY Houses • Decisions taken on the recommendation of Task Force • House should be a pucca one with permanent cement mortar walls and permanent roofing. • Type design should be prescribed by the States, States to train masons & ensure availability of material according to design • Application forms for DRI on consent of beneficiaries to be filled up by the DRDAs • Technical supervision mandatory at foundation & roof laying stage • Cluster approach for better supervision • Social auditing to be introduced
Online Monitoring- AWWASSoft • On-line monitoring mechanism to upload Monthly Progress Report by DRDAs • AWAASSoft: • Web-based local language MIS Programme-AWAASSoft launched on 16/07/2010 • Captures beneficiary-wise data • Accessible to stakeholders, beneficiaries and citizens at large • Empowerment of beneficiary-can check selection, fund transfer, status of complaint of the beneficiary • Tool for management-Generate all reports, fund released, progress in construction of houses and tracks convergence of all benefits. • All States/UTs imparted IAY-MIS training in 2010 (New Delhi). State Govt. requested to conduct further training programmes for line dept., PRIs functionaries and DRDAs. • All Performance Reports to be prepared on the basis of MIS and not MPR • It is proposed that second installment under IAY will be released based on the expenditure figures in AWAASSoft

Convergence with Differential Rate of Interest (DRI) Scheme • IAY beneficiaries eligible for loan of upto Rs. 20000 at 4% rate of • interest • RBI has issued guidelines to public sector banks • Off-take is extremely poor either due to poor awareness among • the beneficiaries or due to lackadaisical attitude of the banks • Up-loaded data shows that total 8622 beneficiaries availed • benefit under DRI in Chhattisgarh (97),Gujarat (6013), Madhya • Pradesh (2000) and West Bengal (508) respectively. • Gujarat has succeeded to some extent due to persistent • persuasion and follow-up with banks • DRDA should pursue the issue with the lead bank of the district • Beneficiaries should also be assisted in approaching and getting • loan under this scheme from the banks • Data in this regard should be regularly uploaded in the MPR • format
Convergence with Total Sanitation Campaign (TSC) • IAY Guidelines stipulate convergence of IAY with funds provided under Total Sanitation Campaign (TSC) for providing sanitary latrines in IAY houses • Deptt. Of Drinking Water & Sanitation implements TSC under which BPL beneficiaries are provided an incentive of Rs. 3200 (Rs. 3700 in hilly & difficult areas) on construction of a sanitary latrine • The latrine should be constructed within the premises of the house • Presently the number of IAY beneficiaries availing this incentive is very low • Clause for deduction of Rs. 600 from IAY unit assistance in case a beneficiary fails to construct a toilet was deleted from IAY guidelines w.e.f. February, 2006 • To reiterate the provision, a joint letter with Deptt. Of Drinking Water & Sanitation issued on 18th May, 2011 • Efforts are underway to ensure convergence of various schemes with IAY.
Convergence with other schemes • IAY’s Convergence with other schemes:- Provision of Smokeless Chullahs, Rajiv Gandhi Gramin Vidutikaran Yojana, Life Insurance Scheme, Health Insurance Scheme, MGNREGA etc. • Uploaded data shows a miniscule number of beneficiaries availing the benefits available on account of these convergence • DRDAs should be pro-active in creating much greater degree of awareness among the beneficiaries of such benefits available to them
New Initiatives • Rs. 48,500 for 78 Left Wing Extremist districts (8 districts in Andhra Pradesh, 9 districts in Bihar, 10 districts in Chhattisgarh, 17 districts in Jharkhand, 8 districts in Madhya Pradesh, 2 districts in Maharashtra, 18 districts in Odisha, 3 districts in Uttar Pradesh, 3 districts in West Bengal vide letter No. J-12012/1/2007-RH dated 7/10/2010 (35 distts.), L. No. J-12012/1/2007-RH dated 23/02/2012 (25 distts.) and L. No. K-11024/1/2006-RH(Vol.II) dated 10/04/2012 (18 distts.) • Construction of IAY houses by District administration allowed for the disabled, widows and old-age beneficiaries who are willing to get their houses constructed by them. (Letter No. J-12012/1/2011-RH dated 2/11/2011) • Adoption of saturation and cluster approach with village as a project unit for integrated habitat development including IAY house, drinking water supply and sanitation. (Letter No. J-12012/1/2011-RH dated 2/11/2011) • Rs.300 per house allowed to be utilised towards monitoring, technical support and maintenance of IAY-MIS in IAP districts (Letter No. K-11024/1/06-RH(part) dated 28/02/2012) Relaxation of guidelines for IAP districts
Issues for Discussion • Cost of unit assistance under IAY is considered insufficient keeping in view the overall increase in construction materials and labour. • Inspite of continuous monitoring, permanent IAY waitlists are still not finalized /painted in many States/UTs • Targets fixed for each category are not achieved. • DRDAs should work actively with IAY beneficiaries and provide required technical information about disaster resistant construction of the house as well as low-cost /environment friendly technologies.
Issues for Discussion • DRDAs to ensure that the IAY beneficiaries get benefits under the Schemes converged with IAY especially the benefit under TSC drinking water, RGGVY etc. • Uploading of IAY beneficiaries data through MIS is very slow and may be speeded up. • Some of the UTs are not reporting the physical/financial performance online. It may be ensured that the data is submitted online by the UTs as non-uploading of data by some of the UTs has resulted in decreased achievement of target in the RFD. • Low utilization of DRI scheme.
