Background • GMES Space Component Program (Global Monitoring for Environment and Security) • ESA/ESRIN is implementing and operating the Coordinated Data Access infrastructure (CDS) to request data from the contributing missions (GCMs), and to archive and distribute products on a systematic basis (Pre-operational service already in place based on CDS v1) • GMES Sentinel missions: ESA/ESRIN in charge of implementing the Sentinel 1,2 and 3 Payload Data Ground Segments • Multi-Mission User Services for Scientific users • ESA missions (Envisat, ERS, Explorers: GOCE, SMOS, Cryosat, Aeolus, Swarm) and Third Party Missions (SPOT, Kompsat, Landsat, ALOS, ...) • Many data access points (EOLi, MERCI, Rolling Archives, FTP servers) and services (ordering, planning, subscriptions, planning feasibility study, hosted processing, ...) • Aging infrastructure and architecture, heterogeneous systems, difficult to maintain and operate • USNG Study • Free and Open Data Policy (for Sentinels)

  3. ngEO Objectives • To procure the User Services for GSC (addressing GMES users) • Sentinel 1 (SAR Imaging) • Sentinel 2 (Multi Spectral Imaging) • Sentinel 3 (Ocean and global land monitoring) • GCMs data • To procure the multi-mission User Services for ESA and TPM missions (addressing scientific users) • EarthCare (EarthExplorer mission) • Will replace the current multi-mission infrastructure (migration of legacy missions) • To support the PDGS/User Services Integration activities for: • Sentinel 1 • Sentinel 2 • Sentinel 3 • EarthCare (EarthExplorer mission) “An homogeneous across-mission data access system” (User friendly, Web oriented, Operator friendly)

Basic Infrastructure Foundation • ngEO builds upon several infrastructure elements and standards already or being developed in parallel by ESA: • The network and security infrastructure • The Heterogeneous Mission Accessibility (HMA) interoperability infrastructure, as implemented by the Data Access Integration Layer (DAIL) • The Single Sign-On Infrastructure (SSO) • The Statistics & Reporting Datawarehouse • The OpenSearch Geospatial Extension initiative (OGC – EC/ESA GENESI-DR)

  5. ngEO Core Services • Self registration, single sign-on new • Integrated customer relationship management (User profile, web based ticketing and ticket follow-up) new • Dataset Management(integrated with authorization management and download quota management) new • Orders/ Standing Order management (for GMES Dataset Access Portfolio) • Web based interface(multi-platform/browsers) new • Classic mode (Set filters, retrieve metadata) • Exploratory mode (Google-Earth-like exploratory access with time-slider, browse image overlay) new • direct product retrieval new • Web friendly: • Simple URLs to submit a catalogue search (OpenSearch with OGC extension) new • Catalogue metadata in various convenient formats (GUI, XML, Atom for subscriptions, metaLink for download managers, KML) new • Shopcarts managed on server side and sharable new • Metadata Catalogue • Faceted catalogue (Population-based navigation by key criteria) new • Hybrid technology (for performant spatial based searches and performant filtering on any metadata attributes) • Automatic dataset assignation and metadata enrichment during metadata ingestion new • Image server • images are north oriented in advance (for fast retrieval and trouble free projection on a client map) new • WMSinterfaceto support the Exploratory mode at different resolutions new • Download of products via simple URLs(no scene selection, bulk download and subscription possible) • HMA compliant (access to remote catalogues, access from 3rd party client/application, ordering)

Procurement Logic • Phase 1: • System specification (identifying common and mission/context specific elements), system budget analyses, Interfaces, Test plans • Definition of sub-contracts for the implementation, and selection of bidders (Best Practices for GMES related tasks: open to GMES and FP7 participating states) • Phase 2: • Management of sub-contracts • ngEOCore elements implementation (BP) • Science User Service integration • Sentinels and CDS integration (including mission/context specific plug-ins implementation) (BP) • Migration of legacy missions
