Historical Background1972- 1993 • Upto 1977 – No Training establishment for P&TAFS • July 1977 to 1993- Probationary training attached with Postal Staff College of India. • Telecom JAO’s induction training attached with TTC, Jabalpur but only few batches got trained. • No induction training for Postal JAO’s. • No Institutionalized in service training for P&TAFS Group. A, B & C either in Telecom/Postal.

  3. 1993 to 2000 • Training of IP&TAFS Probationers transferred to ALTTC in July 1993. • Seminars workshops & short terms courses for middle and senior level IP&TAFS officers in ALTTC (1995). • Refresher in-service courses for P&TAFS group B from 1996 at ALTTC by Finance faculty. • Finance & Accounts related Training course for non finance officers & for P&T Audit officers w.e.f. 1996.

  4. 2 to 3 National level seminars per year on regulation /interconnect issues, tariff & costing etc. with international experts (since 1995). • International seminars with internal experts and delegates from Asia Pacific Region (w.e.f. 1996). • 1996-97 – Expansion of finance training of Gr. B & C in (BRBRAITT) Jabalpur and in 11 RTTCs of DOT. (Now retained in BSNL) and training courses developed by ALTTC Finance faculty/BRBRAITT finance faculty started getting organized in these centres.

Post 2000 • Setting up of NATFM Hyderabad in 2000-01 (Now in BSNL) with full Administrative & Financial Powers and functional/nodal control of all finance & accounts training except group ‘A’ probationer training. • 2000 -2005 – Transition phase – BSNL focussed training. • Oct. 2006 to Feb. 07 – DOT Training-Finance unit as separate entity.

  6. 2007 to 2008 • Feb. 2007 – DOT Training Finance renamed as National Institute of Communication Finance (NICF). • DDG(PAF) got plan approval for setting up five zonal training centers in DAP offices and basic training infrastructure in every DAP office.

  7. 2008 – 09 & 2009 -10 • Training at NICF streamlined. • Training facilities in DAPs offices augmented at places like – Chennai Nagpur Lucknow Delhi • Plan scheme for setting up of Five Zonal Centres & other training centres at DAPs.

  8. National Institute of Communication Finance (NICF) • The Apex Level Training Centre for Accounts & Finance officers and staff of DOT & DOP/Ministry of Communications & IT. • A knowledge reservoir for providing inputs, information for policy, planning and research to the Headquarter.

Peripatetic Programmes • Off campus - workshops /training on Revenue Management (License Fee, Spectrum charges) organized for the cutting edge level officials. • In the recent past, following workshops were organized: • Southern Zone – Trivendrum • Northern Zone – Lucknow • Eastern Zone – Ranchi • Western Zone- Ahmedabad • Compact User Level Training at RTTC, Rajpura. • Compact user level training also at Delhi, Mumbai, Chennai & Kolkata with help of INGAF. • Training on BSNL Pension related issues at Raipur for BSNL officers.

  18. Management Development Programme mid career training • In collaboration with Uttarakhand Academy of Administration (UAA) & MDI Gurgaon, MDP of 1 week duration for SAG level officers was conducted at UAA, Nainital in 08-09. • Other MDP was conducted at UAA, Nainital for JAG level officers with help of in-house faculty and UAA faculty. • Proposal to conduct two MDPs at Mukteshwar/Nainital/Shimla in 2010-11 is under submission.

We also propose to enter into Tie ups for resource sharing with these Institutes YARROWS/HIPPA SHIMLA ICISA , NOIDA IDAFM , PUNE IIPA, NEW DELHI INGAF, New Delhi & its Regional Branches IIM, Indore LBSNAA, Mussorie IIM, Ahmedabad IIM, Bangalore ISTM, New Delhi ICMR, Chennai ICAI, New Delhi ICWAI, New Delhi IIAI, New Delhi NIFM, Faridabad etc.

Training Need Analysis NICF conducts training need assessment exercise concurrently through out the year with the help of • Feedback and suggestion obtained from the participants • Response on the questionnaire circulated to the field offices from time to time • Inputs during the meetings with officers/officials of Hq. field unit • Observations of visiting faculty and • Suggestions from other stake holders like probationers, other training institutes, BSNL employees etc. • Audit Reports

Course Design and Development • On the basis of training need assessment we regularly design new courses and develop course material. • Recently, following new courses were introduced– • Office Procedure • Internal Auditing • Team Building and Communication Skills • Foundation Training Programme for officers promoted from Group ‘B’ to Group ‘A’. • Values in Administration • Trends in Govt. Accounting & Finance • Revenue Management • Stress Management • Technology familiarization • Legal issues.

Infrastructure • NICF is currently located in the ALT Complex, Ghaziabad and dependent upon facilities and amenities with ALTTC which include administrative office, class room, library, computer lab, hostel for trainees and recreation room etc. • Administrative approval for locating NICF at IMS land at Ghitorni, Delhi has been granted by Secretary Telecom. • further meetings held with WPC wing officers to earmark specific land plot and other issues.

Future Plans • Continue current training activities with further improvement. • Conduct induction training for AAO level officers in phased and decentralised manner. • Conduct induction training for newly promoted AOs in phased and decentralised manner. • Induction Training for officers promoted to Grp. ‘A’. • We have planed to train officers every time they get promotion so that they should able to realize their role at higher level.

  30. Future Plans • Fully avail DOPT sponsored faculty development programme for augmentation of faculty’s training skills and also avail other Trainer Development opportunity national / international. • Training for Non Finance & Accounts Executives/ P&T Audit. • Collaborate with other reputed academies, training institutes (national/international) for sharing of resources and avail synergy. • Workshop for licensees and their obligations.

  31. Future Plans • Pursue with training finance and WPC for land and the physical infrastructure for NICF at Ghitorni. • Conduct lecture series at DOT(HQ). • Sectoral Programmes-National and international seminars/workshop, conferences, training for developing countries & LDCs eg on Telecom Policy/Planning/Regulation/Licensing/Digital device/ Rural telecom/USO/ Emerging technology etc.

  32. Future Plans • Expand peripatetic training through zonal centres & Zonal coordinators and tie up with other institutes at Zonal/Regional level. • Train Senior & middle level managers in mentoring, coaching & presentation skills/DTS skills. • Design development and conduction of specific management module for different levels. • Design develop and conduct a few course exclusively in Hindi Medium. • Conduct TNA and submit plan/ calendar for time bound training of P&TAFS Group ‘C’.

  33. Future Plans • Design and develop training modules (trainer packages) for P&TAFS group ‘C’ training. • Regular training surveys/needs assessment & preparation of mid term & long term HRD Plans for P&TAFS Group A,B & C. • Setting up of computer lab. • Setting up of library (with computerized Lib management) • Acquisition of CBT/WBT/Structured learning/training material/licenses .

Future Plans • Setting up of a portal for NICF to develop OLMS(Online Learning Management System) to facilitate e-learning in the form of – Individualized self-paced e-learning online Individualized self-paced e-learning offline Group –based e-learning synchronously Group –based e-learning asynchronously

Future Plans • Setting up of an Apex Training Council and holding of quarterly meetings to review the training activities in previous quarter and provide guidance for further improvement. • Obtain institutional membership of professional bodies like ISTD, IIMA, HRD Network institute of Internal Auditors British council etc. • Development and implementation of a structured training follow up mechanism. • Bench mark our activities against the best training centers in similar field in India & abroad. • Conduct training courses for SAARC, English speaking Asian, African and other developing countries and for ITU, APT and other international bodies in due course.

  36. AIM • Within 3 year span from now, we aim to develop NICF capabilities to a level where it fully establishes itself as an international centre of excellence in training related to policy, planning, finance and regulations in the communications sector. • We aspire to be part of ITU’s centre of excellence scheme.

  37. Evaluation and follow up • Objective – Transfer of learning to the workplace • Development of training managers in each P&T Accounts office. • Design, Development and execution of post course follow up/evaluation using Kirkpatrick model.

  38. What we urgently need to accomplish • Immediate order by DoT Hq. for providing infrastructure and accommodation to NICF by ALTTC to run the courses • Retention of assets at ALTTC for NICF which would be utilized as regional centre of NICF for training of junior level of group ‘B’ and Group ‘C’ level officials. • More manpower in Gr. B and C level to handle training activities as per our plan.

  39. Delegation of Administrative and financial powers at par with other National Institutes. • Support of Hqrs for Expedition of physical earmarking of land procession, identification and assignment of building task to DRDO or CPWD/MEs or HUDCO or NBCC. • Closer associations of NICF in all training & development activities/initiatives.
