Urban youth : Growth, Opportunity & Migration • The youth population in the age- group 15-34 years is expected continue to increase to 464 million in 2021 and finally to decline to 458 million in 2026 showing the youth bulge • Youth population (15-32 years) comprises 35 per cent of the urban population • Top 10 cities contribute to 80 per cent of growth in India. • More than 110 million youth, men and women in equal numbers, in the age group 15-32 migrate from their places of origin for a number of reasons. • Delhi, Gujarat, Maharashtra and Karnataka receive 64 per cent of the intra state migrant workers in the age group 15-32 years. Bihar and Uttar Pradesh account for 59 per cent of migrant workers. • The largest proportions of migrants who move in search of work move from agriculture to construction or trade and hotels or other services. • Migration for reasons of marriage accounts for over 70 per cent of all internal migration.

NSDC – a unique model created with a well thought through underlying philosophy Key elements of NSDC’s underlying philosophy To encourage private sector to participate in skill development for 2 reasons: • Need to drive the quality of trained manpower • Need private sector participation to create capacity As private sector needs commercially attractive models, NSDC to provide “patient funding” to encourage private sector to enter this space NSDC’s mandate to extend to the development of the ecosystem for the fledgling skill development space 1 2 3 Certainty comes from the courage to follow uncertain paths

Green Jobs for Green Cities • What constitutes a Green Job? • Identify Green Jobs across different Sectors • Integration with our Sector Skill Councils and creation of Job Roles • For example, Construction, Agriculture, Electronics and other Sector Skill Councils supported by NSDC and Industry Associations • Importance of Green Jobs to the Economy & Environment • Link to global commitments on Environment • Quantifying Green Jobs • Demand for Green Jobs in the next 10 Years – Special Skill Gap Analysis • Standards and Quality – National Occupation Standards • Partnerships with European and other countries that have advanced codes on energy efficiency, supply chain, etc., to develop NOS for Job Roles • Capacity Creation of Skilled Manpower for Green Jobs – Training Partners • Develop capacity to provide industry green collared workers, technicians, managers, etc. • International Collaborations for Technical Assistance – NSDC Partnerships • Convergence with Urban Local Bodies (ULB) • Working with Min of Urban Development on issues around sanitation, waste management, etc. • Green jobs are decent jobs that:  • Reduce consumption of energy and raw materials • Limit greenhouse gas emissions • Minimize waste and pollution • Protect and restore ecosystems • Source: ILO

STAR Scheme Objectives • Large scale industry involvement through Sector Skill Councils • Encourage standardization in the certification process and initiate a process of creating a registry of skills; and • Increase productivity of the existing workforce and align the training and certification to the needs of the country Standard Training • Boost employability and productivity of youth by incentivizing them for skill trainings • Develop nation-wide network of high quality training providers Assessment • Engage Assessment agencies to deliver one million skilled people to the nation • Reward candidates undergoing skill training by authorized institutions at an average monetary reward of ₹ 10,000 (Rupees Ten Thousand) per candidate. • Benefit 10 lakh youth at an approximate total cost of ₹ 1,000 Crores.   22. NSDC Integration with National Urban Livelihoods Mission • NULM has asked SULM/ULBs to refer to NSDC Skill Gap Studies before proceeding with further local studies. Allocation made under A&O Expenses. • Strong acceptance of Sector Skill Councils and emphasis on NOS-compliant training on job roles. Mentioned in the Guidelines document. • Identify more job roles with local significance and bring it to the notice of NSDC to be included in SSCs.
