Strategic Direction Rigorous Instructional Standards and Supports In order to ensure that there are rigorous instructional standards and supports, we will focus on providing equity in access to high-quality educational programs and instruction so that every student will leave HISD prepared for college and career success. 2

Peer Review Committee2005-2006 • Each student, regardless of ethnicity and socio-economic level, deserves a stimulating educational program which encourages the student to reach his/her highest potential; • Diversity serves as an enhancement to the learning experience; • Students involved in a program designed to meet their special interests and/or talents are less likely to drop out of school; and • Parents and students have the right to expect a quality education, fair treatment, timely information, safe environments, and input in the decision-making process. 3

Purpose of Program Review • Update, refine, and clarify the district’s vision and governance of the Magnet System; • Evaluate the current Magnet procedures and practices based on fairness, equity, clarity, effectiveness, and efficiency; • Analyze the Magnet program funding based on equitable supports, program needs, and funding source; • Analyze the Magnet student selection criteria and process; • Evaluate the Magnet program quality; and • Analyze building capacity vs. enrollment of zoned students. 4

Magnet Program Review Status • Review of 2005-2006 Peer Review Findings • Request for Proposals (RFP) were posted December 2009, March 2010, and July 2010 • Pre-bid Conference was held on August 11, 2010 • RFP closed on August 18, 2010 with six (6) viable vendor applications • A review committee made up of cross-departmental staff and magnet coordinators met on August 20, 2010 • Review committee selected Magnet Schools of America as the provider • Board approved contract to be negotiated on August 26, 2010 • Contract accepted 5

Areas To Be Reviewed • Phase I (October): • District Vision and Governance of Magnet Programs • Public Vision of Magnet Programs (parent forums) • Current Magnet Procedures and Practice • Central Office Support • Magnet Funding • Magnet Evaluation • Phase II (October-November): • Individual Program Quality (site visits) 6

Non-Negotiables • Parent- Community Forums • October 11-15, 2010 • Four evening sessions located throughout the city • Two daytime sessions • Large session with small break-outs • Translation provided for Vietnamese and Spanish • On-site School Visits of ALL magnet schools • October 25-29, 2010 • Meet with principal and coordinator • Tour magnet classes/program 7
