Police and Crime Commissioners Police and Crime Commissioners will have responsibility for: • Appointing the Chief Constable (CC) and holding them to account for the running of their force • Setting out a five year Police and Crime Plan (in consultation with the CC) determining local policing priorities. Setting the annual local precept and annual force budget • Making community safety grants to a range of organisations The first PCC elections will take place on 15 November 2012. PCCs will take office on 22 November 2012.

DIP Futures Project – Aims & Objectives To support local areas and other partners during the transition year 2012/13 to mitigate the risk of disinvestment in services for drug-misusing offenders; To mitigate risks arising from disinvestment in services for drug-misusing offenders during the transition year; To support local areas in the development of their evidence base to support bids for continued funding from PCCs for services to tackle drug-misusing offenders; To ensure the rationale for continuing with local approaches to tackling drug misusing offenders is well-understood at the local level in the wider context of IOM; To make effective links to wider PCC transition work within the Home Office and externally, and also to other relevant reform agendas (namely health and criminal justice system reform).

DIP Futures Project • Project seeks to support local areas in making the case for continuing local approaches to tackling drug-misusing offenders. • There are nine workstreams within the project, including: • Funding; • Toolkits and information; • Treatment links; and • Messaging and communication. • The Project Board, which acts as a senior advisory group, first met in May and second meeting to be held in July – and will work with the project team to capture and mitigate risks and issues. • Home Office will send regular bulletins to partners throughout the transition year, and seek views on what resources and support you would find useful from us.

What can you do now to prepare for PCCs? • Marshall evidence base and value for money of current programmes to support PCC investment decisions. • Understand how a PCC’s arrival may affect current programme funding – Home Office funding statement due shortly. • Initiate discussions with other partners across your police force area – do you have any shared priorities and how might you get a PCC interested? • Engage with your existing Police Authority Chief Executive and the PCC transition programme underway in your force area.
