  3. Call for Action “It is time for Air Force leaders to actively engage communities, state and regional governments, and stakeholders. Engagement at all levels of the Air Force is essential to supporting an enduring mission and promoting sustainable communities. To successfully engage, the Air Force must build a cross-functional encroachment management framework that integrates existing Air Force programs into a comprehensive strategy. Without this framework, our response to encroachment will be disjointed and our installations, and the missions they support, could be compromised.”  TIMOTHY A. Background continued… The Air Force has developed the following definition of encroachment: Encroachment is defined as any human activities or decisions that impair or may potentially impair the current or future operational capability of an installation complex or may have an adverse effect on nearby communities. EMWG Purpose The EMWG is a cross-functional working group that advises the Strategic Basing Executive Steering Group (SB ESG) on encroachment management issues that may impact military readiness and operational capacity and capability The EMWG is similar is structure and scope to existing SB ESG Working Groups, such as the Basing Request Review Panel (BRRP) As a Cross-Functional Working Group of the SB ESG, the EMWG works with Air Force components to develop and refine proposed courses of action related to encroachment management

Space Command Encroachment Prevention Committee Established: 2008 Directed the establishment of Installation level committees Chair: AFSPC / A4/7PP Meetings (Frequency): Bi-monthly w/ Semi-annual updates to CV via the ESOH Council Scope: The HQ AFSPC Committee develops the comprehensive AFSPC encroachment prevention strategy; acts as liaison on HQ Air Force encroachment taskers; provides a forum for distribution of encroachment prevention lessons-learned; and advocates for support and resources for priority encroachment prevention initiatives identified by the Wings.

Air Combat Command Encroachment Management Team Established: Feb 2010 Staffing directive for installation level teams Chair: ACC / A3A Meetings (Frequency): Monthly Scope: The HQ ACC Committee develops the comprehensive ACC encroachment management strategy; acts as liaison on HQ Air Force encroachment taskers (to include RE siting); provides a forum for distribution of encroachment prevention lessons-learned; and advocates for support and resources for priority encroachment management initiatives identified by the Wings. In addition, the committee spotlights a specific ACC installation each month and discusses their encroachment issues.

Global Strike Command Encroachment Working Group Establishment in process (ECD: 17 Feb 11) Chair: AFGSC / A7P Meetings (Frequency): Quarterly and as necessary Scope: The EWG shall establish encroachment management strategy guidance and provide assistance to installations as necessary. The EWG will also act as liaison on HQ Air Force encroachment taskers; distribute encroachment related lessons-learned; and advocate for support and resources to mitigate encroachment issues.
