Master Plan Vision Planning Vision:In support of the mission, Soldiers and Families, we will create a sustainable community of walkable neighborhoods with identifiable town centers connected by great streets.Design Principles Mixed-Use Buildings Single use facilities contribute to inefficient land use (sprawl) because they force construction of small, single story facilities. Compatible functions should be collocated in mixed use facilities. Mixed use facilities are economically and environmentally sustainable, use land more efficiently, and support vertical construction and compact development. Regional Character Architecturally compatible buildings help create a unique and unified environment. Regional and local resources should be studied in evaluating existing themes. Materials that are native to the region should be used. Colors and textures should also be reflective of the region. Car Parks Seas of asphalt are major eyesores on Ft Lewis. They are unpleasant to view, uncomfortable to walk through and create significant storm water run-off. Make these places more like a garden. Between every parking aisle, create a planted aisle full of trees, grass and shrubs. Allow drainage from the paved area to pass through the curbs and into the landscaped areas. Lighting – Utility Energy Savings Contract Lighting contributes to: • Security / safety • Mission capability / productivity • Creating gathering places • Sustainability through walkability • Sustainability through energy savings • Fort Lewis is partnering with Bonneville Power Administration (BPA) • Approx $176K in annual energy savings from upgrading vehicle maintenance facility lighting • Overall projected lighting savings with upgrades: $885K/year Poorly lit parking Well lit parking

Quality of Life – Family Housing 4,023 family housing units on Fort Lewis In the last 6 years, Equity Residential (EQR) has accomplished the following: • Renovated 2135 units and upgraded lighting / hot water tanks (ongoing about two more years) • Greenwood and Broadmoor housing area heat radiators removed, cleaned & some replaced to improve heat flow in the homes • Old heating units are being replaced (95% complete) • Replaced windows in 522 units with new double-pane windows • Discovery Village has solar tube skylights in bathroom and stairwells • Boiler replacement is underway in Broadmoor housing (3 year project) • Renovations started in historic Greenwood and Broadmoor housing areas. Upgrading of some windows and lighting. (ongoing through 2012) • Installed handicap parking at playgrounds and currently installing curb cuts through out housing areas • Built 695 new homes with energy star appliances and energy saving lighting. (Completed in Discovery village and Beachwood)

Sustainable Family Housing Four years in a row, EQR earned the ENERGY STAR for Homes Leadership in Housing Award For example, the 213 Energy Star Qualified new homes built in 2007 are equivalent to: • Eliminating the emissions from 149.10 vehicles • Saving 81,792 lbs of coal • Planting 21.30 acres of trees • Saving homeowners $95,211 on their utility bills

THE SUSTAINABLE DOWNTOWN Renewable Energy Large retail roofs can be an ideal location for photovoltaic (solar) panels that produce electricity from sunlight Green roofs Reduce stormwater runoff, reduce cooling loads for large retail facilities, improve low-slope roof longevity and reduce the heat island effect Permeable Paving Reduces stormwater runoff and the resultant need for large retention facilities, infiltration is also increased preserving more of the natural hydrology.
