  2. Life-long learning While Lifelong learning encompasses all learning activity undertaken throughout life, here the main focus of Lifelong learning is in the context of Labour force -unskilled/ semiskilled/ skilled (existing as well as potential) Worker in Indian Industry INTUC

  3. Current scenario - labour force in India • Population --- 1096 mn • Workforce population --- 469 mn • Unemployment --- 9.6% (49 mn) • 90% workforce in unorganized sector • Youngest population in the world • School dropout rate ---90% INTUC

  4. Current scenario - labour force in India • 30%(140 mn) casual labour with no regular • source of income • Skills generated in the unorganised sector have • no formal recognisation • Only 5% of India workforce received formal • training INTUC

  5. Current scenario - labour force in India • Industry does not support learning (financially • or otherwise) by worker • Investment in training of workforce by Indian • Industries is negligible • There is no certification of skills gained • elsewhere . Thus no career growth for worker INTUC

Life long learningIn the present era of Liberalization, Privatisation and Globalisation, acquisition of new skills/knowledge is becoming a way of lifeLife long learning is one of the key to survival of workers in the present scenario. It is therefore necessary to establish a structure conducive to the development of a demand oriented and flexible training delivery system. INTUC

  7. Measures taken so farThe recent measures taken by Government of India which includes Upgradation of ITIs into Centres of Excellence and also a new scheme Skill development Initiative with Public Private Partnership does not seem to be sufficient keeping in view the large workforce. INTUC

  8. Issues ·Financing of Lifelong learning;·Linkages with overseas training providers;·Certification of skills acquired informally·Support from Industry INTUC

  11. Action points Certification of skills acquiredinformally For better mobility of workers there is a need to develop a credible system for certification of skills acquired informally by workers INTUC

  12. Action points Support from Industry Employers need to develop the atmosphere conducive for life-long learning and encourage their employees to attain higher skill(formally or informally). INTUC

  13. Action points Support from Industry Industry associations for a particular sector could develop skill standards, conduct tests and certify the workers for upgradation of their skills and also for their lateral mobility. INTUC

  14. Life-long learning • Government to: • develop suitable structure • conducive to the development of a • demand oriented and flexible • training delivery system • Focus on equity to make lifelong • learning accessible/affordable to poor • and vulnerable INTUC

  15. Life-long learning If we are to ensure that our country will deliver to our grand children a lifestyle comparable to or better than we enjoy today then we must embrace the concept of lifelong learning Thus Employees Associations need to encourage the workforce for lifelong learning INTUC
