NG Statuses • State Duty Status (per State Law): • Under Control of the Governor • The NG conducts State Domestic Operations • State funded through the State Comptroller • Title 32, Federal Duty Status (Title 32 USC - per Federal Law): • Used for training & DOD-approved Homeland Security (HLS) missions • Under Command of the Governor • The NG conducts State Domestic Operations and specific Federal missions “Congressionally Mandated” or “authorized” by the Secretary of Defense • Federally funded– may be through NG appropriations, other DoD appropriations, or other requesting federal agency appropriations (e.g. FEMA) • Title 10, Federal Duty Status (Title 10 USC – per Federal Law): • As ordered by the President and under Command of Combatant Commander • The NG conducts Federal missions (both Homeland Defense and Global) • Federally funded through the Department of Defense

NGB Joint Staff • DODD 5105.77, National Guard Bureau, 21 May 2008 • Defines the responsibilities and functions, relationships, and authorities of the Chief, National Guard Bureau; • Establishes the NGB as a joint activity of the DoD • The NGB Joint Staff: • Assists the Chief, in accomplishing his responsibilities for strategic direction of the National Guard forces; their operation under unified command; and their integration into an efficient team of land and air forces; • NGB is the focal point at the strategic level for National Guard matters that are not under the authority and direction of the Service Secretaries including joint, interagency, and intergovernmental matters.

Role of Chief, NGB • Serves as the primary advisor on the employment(channel of communication)of National Guard military forces operating in the 54 States, Territories, and DC • Plans for and coordinates operational employment, as required, with the appropriate Joint Force Headquarters (JFHQ-State), Combatant Commanders, the Chairman, the Secretaries and Chiefs of the Army and the Air Force, and the Federal Interagency (Force Coordinator) • Supports the development of operational capabilities, concepts, and plans for Domestic Operations • A 4-star billet (Army or Air) and principal advisor to the Secretary of Defense (SecDef) through the Chairman, Joint Chiefs of Staff (CJCS) on matters involving non-federalized National Guard forces • Participates in Joint Capability Development and DoD Planning, Programming, Budgeting, and Execution Process

  10. JTS Implementation PHASE II -- PLANS Successful NGB Joint Staff Joint Training Plan update in progress. - Staffing Delayed by 2010 blizzard PHASE III -- EXECUTION Partially successful. Much exercise participation but little JTIMS documentation. - Training JS staff to change that PHASE I -- REQUIREMENTS Successful JMETL identified and approved by Director, NGB Joint Staff on 4 March. Updating conditions, and standards for each task. PHASE IV -- ASSESSMENTS Partially successful. Assessments are done for internal review but not documented in JTIMS. G G Y Y

Vigilant Guard Exercise A NORTHCOM-NGB co-sponsored full-scale exercise -- 4 events each year -- Typically linked to two NORTHCOM exercises annually USJFCOM accredited to support the training of five joint tasks -- OP 1.1, OP 4.4, OP 5.1, OP 5.5, OP 5.7 Prepares National Guard to perform Homeland Security and DSCA missions -- Provides JFHQ-States an opportunity to improve readiness in cooperation with civilian, federal, and military partners in preparation for crises Realistic interaction with Title 10 forces and Federal/State Interagency --Increased participation for regional partners and federal agencies

Joint Patriot Exercise Joint Patriot is a unique NGB-sponsored FTX held each July in Wisconsin -- Commanders nominate their joint civil-support training needs. -- A joint planning staff integrates those needs and executes related scenarios. -- This “bottom up” planning allows commanders to maximize training requirements Goal: Improve joint readiness in cooperation with civilian, federal, and military partners in preparation for emergencies and catastrophic events
