  4. come back! B. RECONSTRUCTION 1. Lincoln’s Plan – “10% Plan” a. 10% of Southern voters swear loyalty & States are let back into Union b. Pro-union southerners take charge 1. Does Not Punish 2. Only Confed. Leaders banned **Ex. J. Davis (Pres.) & Lee c. RadicalRepublicans want to punish South **Say 10% Plan too easy

  5. 2. Lincoln Assassinated (April 14, 1865) a. Ford’s Theatre -John Wilkes Boothe -Southern Sympathizer 3. Johnson becomes President a. Southern Senator (Tenn.) b. Plan Called ‘RESTORATION’ -Personal Grudge against South -Rich and Powerful Southerners must ask the president personally to be pardoned c. Congress has other ideas & takes control of Reconstruction I hate the SOUTH!!

Divide South into Military Districts **Military will run the south 2. Confed. leaders cannot hold office 3. States must make new Constitutions **Constitutions to be approved by Congress** C. Impeached Johnson 1. Disobeyed Laws Congress had passed 2. Impeached by House (accused) 3. Not Guilty by Senate- By one Vote

  8. D. Constitutional Changes *13th – Outlawed Slavery *14th- Citizenship to all people born in the U.S - States must use ‘Due Process’ to take away citizen’s rights! *15th- All MEN have right to vote *No matter race, color, or having been a slave

  9. E. Results of Radical Reconstruction -GOOD- 1. Blacks Vote (Protected by Army) 2. Schools for Blacks and Whites 3. Black Representatives (2 Senators) -BAD- (in obj. 5)

  10. Objective #3 A. Southern Whites Fight Back 1. During Reconstruction a. Violence -KKK (Ku Klux Klan) keep blacks from voting b. Black Codes (Old slave Codes) - Laws to keep blacks from voting or participating

Scalawags & Carpetbaggers -Hated by Southerners **It was said northerners came south so fast that they threw their clothes into cheap bags made of carpet “Carpetbaggers”

Segregation and ‘Jim Crow’ Laws d . Keep Af. Am from Voting * Just changed name: Slave Codes to Black Codes *Af. Americans very disappointed **NO CHANGE UNTIL 1960’s!!!!!!!

  13. Objective #4 Reconstruction Ends A. Grant Administration 1. Corrupt – Bribery, Fraud, Top People 2. Republican Revolt / Reconciliation *want peace w/white South 3. Amnesty Act- All white men can vote & hold office again B. Republican Decline in South 1. Whites begin to take Control 2. Violence threatens Republicans Ex. Pg. 509 – quote (KKK) (AJ) 3. Democrats gain seats in Congress, and State Houses (Old South)

  14. C. Election of 1876 1. Rutherford B. Hayes – ‘Honest’ Republican governor of Ohio 2. Samuel Tilden – Governor of NY stopped corruption in NY City a. Trouble w/Votes -Tilden appears to have won -3 states dispute results (La,Fl,SC) **All have Union troops in control

  15. D. Compromise of 1877 1. Dems. and Southerners Furious (Immigrants & Southerners – Dems) 2. Secret meetings between Rep./Dem. *Hayes declared Winner *Republicans Promise - End Recon. *Democrats Promise – Protect Af. Am. *** RECONSTRUCTION IS OVER!!!!!!!
