Discussion • Note: Recent announcement of $212 million nationwide on regional state highway projects: • SH 3 Corridor - Mt Messenger and Awakino Gorge – 2017/18 - $20 to $25 Mill – freight and safety focus • This is different to the Regional Improvements Activity Class and is funded outside the NLTF

Discussion (cont) • General Comments on Draft GPS • Focus remains on • Economic growth and productivity • Road safety • Value for money • Generally good alignment between GPS objectives and RLTP objectives • General $$$ increase across funding classes • Total NLTP Funding $3.4 Bill in 2015/16 to $4.4 Bill 2024/25 • Completion of RoNs remains in GPS • Future RoNs no longer mentioned

Discussion • Regional Improvements activity class • Designed to create a level playing field for good projects that fall outside national level priorities • Targets investment in regional route improvements that provide links to key freight or tourist routes • Clarification sought on who is eligible to apply and what projects will meet the criteria

Discussion (cont) • Public transport, walking and cycling • Need for public transport to help unlock the potential of growing urban centres (compared to current GPS focus on major metros) • Investment made in walking and cycling will enable ongoing progress to be made on improving the urban cycling networks in our main centres

Consultation events • Users Forum (26 June) • x17 participants: • Central Govt [6], L Govt [1], NGOs [6], private sector [2],Tertiary Edn [1], Iwi commercial entities [1] • Discussion focused on the Plan having more focus on: • the transport disadvantaged (link to draft GPS response) • the impacts of technology (dairy sector example) • rail passenger transport in the longer term • Inter-regional corridors priorities exercise –SH1 Nth and SH1/29 identified as priorities (2015/16-2020/21)

Consultation events (2) • Inter-regional teleconference (2 July) • x4 neighbouring regions represented along with KiwiRail • Key feedback points included: • Broaden focus on UNI area (Plan corridor statements) • Support for policy related to road and rail –corridors, safety & land use integration • Uncertainty across regions regarding how to incorporate ONRC • Action: Follow-up face to face meeting planned with Auckland • Iwimanawhenuahui (3July) • x2 iwi represented : • Maniapoto Maori Trust Board (2); & Tuwharetoa Trust Board(1)) • Focused on Iwi environmental plans & related aspirations • Key ideas raised which are subject to further discussion with Iwi (e.g. Safety around pa sites)

Preliminary feedback themes • Almost all submitters indicate support for the proposed high level issues, objectives and priorities [All] • Majority submitters note a need for a greater focus on sustainable and energy efficient transport options and make links to infrastructure, safety and vulnerable road users (walking & cycling in particular) [Access & Mobility; Safety] • Many submitters note the need to focus more on how the proposed policy framework will respond to rural accessibility needs linked to demographic change [Access & mobility; Economic development]

  14. Preliminary feedback themes (2) • Some submitters note the need for a stronger emphasis on rail (corridor protection & devp.) [Econ devp; Forward planning & land use] • Some submitters question the focus on development of roads given static vkt/capita trend while a few supported the completion of the Expressway and related network activities [Economic devp; Environmental sustainability] • A few submitters note the need for a greater focus on travel demand management – multimodal - and related infrastructure improvements and promotion [Access & mobility]

Preliminary feedback themes (3) • A few submitters note the need for a greater focus on likely technology impacts on the transport system [All] • A few submitters note the need to re-scope the priority to ‘Optimise PT in Hamilton and between surrounding towns’[Access & mobility; Economic devp] • ‘Optimise and grow PT in Hamilton’ • to broaden focus beyond ‘in Hamilton and between surrounding towns’ • A co-investment partner notes that the proposed issues and objectives could be defined further [All] • A few submitters noted value for money - short to longer term - as a key factor [Affordability]

  18. Recommendation “That approval be given to proceed with a revised Waikato Regional Land Transport Plan policy framework which will incorporate a performance monitoring framework, and take account of feedback from the targeted consultation undertaken between 13 June to 4 July 2014.”

Recommendations • That the report Regional Land Transport Plan - Significance Policy and Prioritisation Process(Doc #3080800 dated 23 June 2014) be received for information. • That the Significance Policy included as Attachment 1 be approved for inclusion in the draft Waikato Regional Land Transport Plan. • That the prioritisation process framework be approved as the basis for the prioritisation of significant activities in the Regional Land Transport Plan.
