  3. Opening Ceremonies • Invocation – Altrusa Grace • Pledge of Allegiance to the Flag of the United States of America • Altrusa Accent

  4. Standard Agenda (MRS SUN) • Minutes • Reports of officers, boards and standing committees • Special committee reports • Special orders • Unfinished business • New business

  5. Minutes • Minutes are approved in chronological order • No motion is required • The Chair asks: Are there any corrections to the minutes? • Minutes are adopted as presented, mailed, corrected, etc.

  6. Closing of Meeting • Good of the Order • Announcements • Program • Adjournment • Altrusa Benediction

  7. MOTIONS • Main Motion: brings business before assembly, lowest rank • Subsidiary: assists assembly in treating or disposing of main motion • Privileged: do not relate to pending business, immediate and overriding importance, no debate • Incidental: relate to pending business

  8. MOTIONS • Bring business before the assembly • Verbal or written • “I move that….” • another member seconds – does not have to agree with the motion • If made by direction of board or committee, second not required

  9. MOTIONS • Chair states the motion “It is moved..” • Debate on the motion • Maker entitled to speak first • Members may speak twice to motion but not until all have spoken first • Time limit • Intervening motions

  10. Subsidiary Motions • Postpone Indefinitely • Dispose without bringing to direct vote • “kills it” • Lowest ranking, yields to all others • Amend • Proposal of change to original wording • Must be germane • Vote on amendment before main motion • Primary and secondary allowed, not beyond

  11. Subsidiary Motions • Commit (Refer) • Sends the question/matter to small group for further processing • Motion should specify committee or how committee formed • Instructions to committee

  12. Subsidiary Motions • Postpone to Time Certain • Delay question to another time • Limits on time frame • Limit Debate • Exercise control over debate • Time period imposed • Requires 2/3rd vote

  13. Subsidiary Motions • Previous Question • “call the question” • Bring the assembly to immediate vote • Requires 2/3rd vote • Lay on the Table • Set aside temporarily when something else of immediate urgency has arisen • Can be taken from the table by majority as soon as urgency resolved

  14. Privileged Motions • Call for Orders of the Day • Conform to agenda, program or order of business • No debate, no second • 2/3rds vote can suspend • Raise of Question of Privilege • Request relating to rights and privileges of the assembly • Ruled by chair

  15. Privileged Motions • Recess • Short intermission in assembly proceedings • Adjourn • To close the meeting • Fix the time to which to Adjourn • Set the time and place for another meeting to continue business of session

  16. Incidental Motions • Point of Order • Bring to the chair’s attention to enforcement of rules • Appeal • Take question from chair and give to assembly to rule

  17. Incidental Motions • Suspend the Rules • 2/3rd vote • Objection to Consideration of the Question • Enable assembly to avoid main motion • Must be taken up prior to consideration of question

  18. Incidental Motions • Division of the Assembly • Member doubts voice vote or by show of hands • Requires rising vote

  19. Request & Inquiries • Parliamentary Inquiry • Take precedence • Question directed to presiding officer for information of parliamentary nature or rules • Point of Information • Request direct to or through chair for information relevant to business at hand
