Minutes • Minutes are approved in chronological order • No motion is required • The Chair asks: Are there any corrections to the minutes? • Minutes are adopted as presented, mailed, corrected, etc.

MOTIONS • Main Motion: brings business before assembly, lowest rank • Subsidiary: assists assembly in treating or disposing of main motion • Privileged: do not relate to pending business, immediate and overriding importance, no debate • Incidental: relate to pending business
MOTIONS • Bring business before the assembly • Verbal or written • “I move that….” • another member seconds – does not have to agree with the motion • If made by direction of board or committee, second not required
MOTIONS • Chair states the motion “It is moved..” • Debate on the motion • Maker entitled to speak first • Members may speak twice to motion but not until all have spoken first • Time limit • Intervening motions
Subsidiary Motions • Postpone Indefinitely • Dispose without bringing to direct vote • “kills it” • Lowest ranking, yields to all others • Amend • Proposal of change to original wording • Must be germane • Vote on amendment before main motion • Primary and secondary allowed, not beyond
Subsidiary Motions • Commit (Refer) • Sends the question/matter to small group for further processing • Motion should specify committee or how committee formed • Instructions to committee
Subsidiary Motions • Postpone to Time Certain • Delay question to another time • Limits on time frame • Limit Debate • Exercise control over debate • Time period imposed • Requires 2/3rd vote

Privileged Motions • Call for Orders of the Day • Conform to agenda, program or order of business • No debate, no second • 2/3rds vote can suspend • Raise of Question of Privilege • Request relating to rights and privileges of the assembly • Ruled by chair
Privileged Motions • Recess • Short intermission in assembly proceedings • Adjourn • To close the meeting • Fix the time to which to Adjourn • Set the time and place for another meeting to continue business of session
Incidental Motions • Point of Order • Bring to the chair’s attention to enforcement of rules • Appeal • Take question from chair and give to assembly to rule
Incidental Motions • Suspend the Rules • 2/3rd vote • Objection to Consideration of the Question • Enable assembly to avoid main motion • Must be taken up prior to consideration of question
