  2. Reviewed Natatoriums in Other Communities • Topeka, KS (57,000 SF) • Plano, TX (79,000 SF) • Brunswick, GA • DeKalb County, GA (84,776 SF) • Gwinnett County, GA (32,400 SF; 43,160 SF) • Gainsville, GA (32,500 SF) • Thornton, CO (43,000 SF)

  3. Significant Findings • Most facilities had additional amenities such as weight room, water slides, outdoor play features, and connected recreation center. • Columbus Natatorium seating capacity of 900 is comparable to other locations. • Management & operations of the facilities varied (i.e. school district, parks & recreation, & third party management company).

Third Party Management • Strengths • Eliminates the recruitment, hiring, training of staff • Contractor to handle the day-to-day operation • Reduction or elimination of operation costs • Access to experts in aquatics • Shared cost of risk management • Ability to meet peak service demands • Business model of operation -DeKalb County, GA

Third Party Management • Weaknesses • Loss of total control by city and elected officials • No longer responsible for training staff • Delivery of service determined by demand, not driven by public good • Health and safety fall short due to profit motivated and services may not meet all of the concerns of city -DeKalb County, GA

  6. Third Party Management • There are costs associated with hiring a management company • Third party management does not underwrite the profit or potential loss of the city • Request for proposals (RFP)

  7. Columbus Sports Council • Currently the Parks and Recreation Department is working with the Columbus Sports Council to secure swimming and diving events for the Natatorium.

  8. Foundation Funding • Columbus Parks and Recreation is pursuing community philanthropists to assist financially with the Natatorium.

Natatorium Advisory Committee Parks and Recreation is creating a Natatorium Advisory Committee to provide ongoing feedback. • YMCA • AFLAC • Columbus Hurricanes Swim Team • Muscogee County School District • Friends of the Natatorium • Boys and Girls Club • Girls, Inc. • Therapeutic Recreation Advocate • Senior Citizen Advocate • Recreation Advisory Board Member • Community Foundation

Recommendations • Potential Consultant: Dr. Benjamin Blair, CSU • Step One: Market Study • Other service providers • Any barriers • What will the market bare? • Step Two: Impact Study • What are the estimated number of visitors? • Where do they come from? • How long do they stay? • Hard to determine at this point without good data.

Recommendations USA Swimming (Sue Nelson) – is the national governing body for the sport of swimming. • Swim meets are important but they should not be the bread and butter, but rather the frosting on the cake for your facility. • Focus on building a strong Learn-2-Swim Program. • Create a sustainable facility by creating a water gym that focuses on aquatic wellness. • Focus on preventive health that goes beyond general recreation. • Recommended a Pool Management Company • Need to hire key staff as soon as possible. Example: The Aquatic Director should have been hired when the shovel went in the ground. (Sue Nelson, USA Swimming)
