Development of Countermeasures Principles of countermeasure development. • ▬ 목적 : 다음과 같은 목적을 가져야 함 • 대표적 사고유형에 영향을 미치는 대책의 영역을 결정. • 공학적(전문가적) 판단에 의하여 대책을 선정. • 채택된 대책의 부작용(undesirable consequences) 검토. • 경제성이 있어야함. • ▬ 안전한 도로는 다음과 같은 상황을 고려하여 정의됨. • 운전자에게 비정상적 상황 경고 • 운전자에게 상황에 대한 정보 제공 • 비정상적 구간에서 운전자 guide제공 • 상충지점에서 운전자의 경로 control • 운전자의 실수 용서 (forgive)

  4. ▬ Intersections. • Minimize # of conflict points. • 주도로에 우선권 부여 • 시공간적으로 상충 분리 • Conflict의 각도 조절(90°가 되도록) • 상충지역 최소화 • 차량 경로를 정의(명확하게) • 적절한 S.D.제공 • 접근속도관리(선형, 차선폭, 제한속도, Traffic Control) • 도로변 hazard 최소화 • 운전자의 ask 간략화

  5. ▬ mid block locations • 평면 및 종단곡선이 적절한 기준을 유지 • ( 기준에 부합하더라도 급격한 변화는 바람직하지 않음) • 도로의 기능 및 교통량에 적절한 도로의 횡단면 제공 • 도로 및 차량이 경로를 명확히 제시 • 도로변환경은 clean & forgiving

  6. ▬ Matching solutions to problems. • 대책은 여러가지가 있을수 있으나 어떤 대책(들)이 가장 • 효과적일지는 공학적 판단과 경험에 의한다. • ▬ 대책 개발시 조건 • Technical feasibility • economic feasibility (경제성) • affordability (예산한도내에서 가능) • acceptability (문제를 정확히 해결하는지와 지역(주민)이 이해하는지?) • practicable (과다단속이 필요한지, etc.) • political and institutional acceptability (정치적협조를 얻을 수 있는지?) • legal • compatibility Countermeasure Selection
