  1. HLPF 2018, UN, NYC Education for Social, Economic and Environmental Sustainability – are we on track? Dr Katarina Popović International Council for Adult Education University of Belgrade, Serbia

  2. Education in Agenda 2030 - SDGs • There is SDG 4: Ensure inclusive and equitable quality education and promote lifelong learning opportunities for all • But: Education is the golden thread that runs through the implementation of all 17 SDGs! • The world map of illiteracy coincides with maps of poverty, malnutrition, ill health, and high infant and child mortality. • Education and lifelong learning are the pre-requisites for poverty reduction, gainful employment and decent jobs, but they are also crucial for sustainablegrowth, for building social cohesion, achieving prosperity, and promoting human rights and equality. • Do evidencies count???

  3. Will education be able to fulfillthesetasks? 1.Concept 2.Financing 3. Approach/goal 4. Methodology

  4. 1. The conceptandunderstanding • Education is reduced to themean of theeconomicgrowth. Example: 4.4. By 2030, substantially increase the number of youth and adults who have relevant skills, including technical and vocational skills, for employment, decent work and entrepreneurship • The concept is promotedbythepowerfulactorssuch as OECD, World Bank... • In Europe: • ... instead education, there is reskilling, upskilling • ... no education strategies, but skills agenda... • ... no people, but human resources

  5. BECAUSE THE BIGGEST PROBLEM OF THE WORLD TODAY IS LACK OF ADEQUATE SKILLS!!

  6. The conceptandunderstanding • Howabout 4.7.?: By 2030, ensure that all learners acquire knowledge and skills needed to promote sustainable development, including, among others, through education for sustainable development and sustainable lifestyles, human rights, gender equality, promotion of a culture of peace and non-violence, global citizenship and appreciation of cultural diversity and of culture’s contribution to sustainable development. • „crowded“, poorindicators, poormeans of implementation...

  7. NO LIFELONG LEARNING, NO ADULT AND OLDER PEOPLE, NO NONFORMAL EDUCATION!! SDG 4 IS ABOUT CHILDREN AND SCHOOL

  8. An example...

  9. 2. Education is underfinanced • The finance gap for the implementation of the Education 2030 isannual $39 billion. • According to UNESCO: 758 million illiterate adults in the world, estimation: 3 billion functional illiterate ?? • What are the offered solutions : • It is crucial to leverage sources of alternative development finance, particularly through domestic resource mobilization (DRM) efforts. • The full detail of all the domestic funding pledges need to be transparently shared immediately so that national civil society actors can hold their governments to account on financing.

  10. 2017 - The world’s8 richestpeopleownthe same welth as half of theworld’spopulation (3,6 billion)

  11. For every child in low and lower middle income countries to benefit from an expanded basic education of good quality by 2030, there is an annual external funding gap of US$ 22 billion ...less than 4% of US defense budget...or half the money spent on the Sochi Olympics!

  12. Education is underfinanced • In 32 daystheworldspends $ 28 million on cigarettes – the same amountneeded to fundadult education in developingcountrieseachyear. • Corporate tax dodging costs poor countries at least $100 billion every year - enough to provide an education for the 124 million children who aren’t in school. • Global military expenditure stands at $1.686 trillion in 2016. The UN’s entire budget is just appr. 1.8%of the world’s military expenditure. • Lessthan 1% of what the world spent every year on weapons was needed to put every child into school by the year 2000 and yet it didn’t happen.

  13. 3. It’snotdealingwiththecauses, it’sreactive... • Examples: • migrant crises in Europe • global financial crises • „employability“ • „resilience“ • economic growth • „skills“ and „competencies“

  14. Help Make the HLPF 2018 Carbon-Neutral! Did you know that… • … that 98% of carbon emissions at HLPF 2018 will be from air travel. • … that over 3.5 million kilograms of carbon will be emitted at HLPF 2018 from air travel alone. This is equivalent to 13,805,650 km driven by an average passenger vehicle or the consumption of 8,103 barrels of oil. • … that each participant at HLPF 2018 will emit on average 1,246 kilograms of carbon from our air travel to HLPF 2018? This is equivalent to 33 tree seedlings grown for 10 years in the USA.

  15. Help Make the HLPF 2018 Carbon-Neutral! • …if each participant flying in at HLPF 2018 would donate $5 to a certified carbon-offsetting project, we could make all air travel to the HLPF carbon-neutral. Make your participation in the HLPF carbon-neutral!! Select the project you want to support by clicking here or contact ClimateNeutralNow@unfccc.int for more information.

  16. Help Make the HLPF 2018 Carbon-Neutral! (and ignore the facts that...) ...If every person on Earth had the lifestyle as USA, we would need almost 5 planets! ...New York generates more than 14 million tonnes of trash each year! ...USA is thebiggestcarbonpoluter – 8,5 billionmetrictons CO2 ...More than 500,000 people, a quarter of them children, were homeless in the USA in 2015 ...Over 20 percent of all American children live below the poverty line ... The United States has the 17th-highest poverty rate in the O.E.C.D....

  17. 4. The methodology is notadeqaute • Measuringobsession!... • If you can't measure it, you can't manage it. • What get’s measured get’s done. • Anything that can be measured can be improved. • Only the measurable things count • Orientation on: performances, effectiveness, results, input-output, measurement... • Oxfam – education performance index:

  18. The methodology is notadeqaute • Digitalisation as the silver bullit: - World economic forum: digitalisation is key to sustainable growth - India: Digitalisation of Education Is the Solution to Our Archaic Learning Models - EuropeanCommission: Digitalisation actsas an accelerator and enabler of many, perhaps all of the SDGs. • Example: Liberia; Utøya; literacy.......

  19. The methodology is notadeqaute
