  1. AIR TRAFFIC SERVICEModule 2, Topic 2, 3, 4

  2. OBJECTIVE At the end of this topic, students will be able to explain the need for, the methods and the key features of air traffic services Air Traffic Services

  3. ABBREVIATIONS ACC – area control centre (районный диспетчерский центр, РДЦ) APP – approach control unit(диспетчерский орган подхода, «Подход») ACT – aerodrome control tower(аэродромная диспетчерская вышка) FIC – flight information centre (центр полетной информации) RCC – rescue co-ordination centre (координационный центр поиска и спасания) Air Traffic Services

  4. Airspaces of defined dimensions, alphabetically designated, within which specific types of flights may operate and for which air traffic services and rules of operation are specified AIR TRAFFIC SERVICES AIRSPACES CTA FIR TMA FIZ CTR ATZ FIZ ATZ ATZ Air Traffic Services

  5. ITEM IAIR TRAFFIC CONTROL SERVICE Air Traffic Services

  6. AIR TRAFFIC CONTROL SERVICE • A service provided for the purpose of preventing collisions: • between aircraft • on the maneuvering area between aircraft and obstructions • expediting and maintaining an orderly flow of air traffic Air Traffic Services

  7. AIR TRAFFIC CONTROL SERVICE AERODROME Aerodrome control service - for aerodrome traffic Aerodrome control tower (ACT) established to provide air traffic control service to aerodrome traffic APPROACH Approach control service - for arriving or departing controlled flights Approach control unit (APP) established to provide air traffic control service to controlled flights arriving at, or departing from, one or more aerodromes AREA Area control service - for controlled flights in control areas Area control centre (ACC) established to provide air traffic control service to controlled flights in control areas under its jurisdiction Air Traffic Services

  8. ITEM IIFLIGHT INFORMATION SERVICE Air Traffic Services

  9. FLIGHT INFORMATION SERVICE • Flight information service shall be provided to allaircraft which are likely to be affected by the information andwhich are: • a) provided with air traffic control service; or • b) otherwise known to the relevant air traffic services units

  10. FLIGHT INFORMATION SERVICE Where air traffic services units provide both flightinformation service and air traffic control service, the provisionof air traffic control service shall haveprecedence over theprovision of flight information service whenever the provisionof air traffic control service so requires.

  11. FIS is provided for all ACFT within FIR. Sometimes, at insufficient of ground facilities, FIS is a sole type of ATS. FIS stipulates that flight crews are receiving information and advices improving safety of flight and contains: a) SIGMET and AIRMET information; b) information concerning pre-eruption volcanic activity, volcanic eruptions and volcanic ash clouds;; c) information concerning the release into the atmosphereof radioactive materials or toxic chemicals; d) information on changes in the availability of radio navigationservices; Air Traffic Services

  12. FLIGHT INFORMATION SERVICE • e) information on changes in condition of aerodromes and associated facilities, including information on the stateof the aerodrome movement areas when they are affectedby snow, ice or significant depth of water; • f) information on unmanned free balloons;and of any other information likely to affect safety.

  13. FLIGHT INFORMATION SERVICE • g) weather conditions reported or forecast at departure, destination and alternate aerodromes; • h) collision hazards, to aircraft operating in airspaceClasses C, D, E, F and G; • i) for flight over water areas, in so far as practicable andwhen requested by a pilot, any available informationsuch as radio call sign, position, true track, speed, etc.,of surface vessels in the area.

  14. ITEM IIIALERTING SERVICE Air Traffic Services

  15. ALERTING SERVICE Alerting service shall be provided: • a) for all aircraft provided with air traffic control service; • b) in so far as practicable, to all other aircraft having fileda flight plan or otherwise known to the air trafficservices; and • c) to any aircraft known or believed to be the subject ofunlawful interference.

  16. ALERTING SERVICE Flight information centres or area control centresshall serve as the central point for collecting all informationrelevant to a state of emergency of an aircraft operating withinthe flight information region or control area concerned andfor forwarding such information to the appropriate rescuecoordination centre.

  17. ALERTING SERVICE In the event of a state of emergency arising to anaircraft while it is under the control of an aerodrome controltower or approach control unit, such unit shall notify immediatelythe flight information centre or area control centreresponsible which shall in turn notify the rescue coordinationCentre.

  18. Emergency phases UNCERTAINTY PHASE (INCERFA). A situation wherein uncertainty exists as to the safety of an aircraft and its occupants ALERT PHASE (ALERFA). A situation wherein apprehension exists as to the safety of an aircraft and its occupants DISTRESS PHASE (DETRESFA). A situation wherein there is reasonable certainty that an aircraft and its occupants are threatened by grave and imminent danger or require immediate assistance Air Traffic Services

  19. ITEM IVAIR TRAFFIC ADVISORY SERVICE Air Traffic Services

  20. AIR TRAFFIC ADVISORY SERVICE Advisory airspace An airspace of defined dimensions, or designated route, within which air traffic advisory service is available Advisory route A designated route along which air traffic advisory service is available Note. Air traffic control service provides a much more complete service than air traffic advisory service; advisory areas and routes are therefore not established within controlled airspace, but air traffic advisory service may be provided below and above control areas Air Traffic Services

  21. AIR TRAFFIC ADVISORY SERVICE The objective of the air traffic advisory service is to make information on collision hazards more effectivethan it would be in the mere provision of flight information service. It may be provided to aircraft conducting IFR flightsin advisory airspace or on advisory routes (Class F airspace).

  22. AIR TRAFFIC ADVISORY SERVICE Air traffic advisory service shouldonly be implemented where the air traffic services are inadequate for the provision of air traffic control, and the limitedadvice on collision hazards otherwise provided by flight information service will not meet the requirement. Where airtraffic advisory service is implemented, this should be considered normally as a temporary measure only until suchtime as it can be replaced by air traffic control service.

  23. QUESTION What are the general objectives of air traffic services? Air Traffic Services

  24. QUESTION What are the controlled and uncontrolled elements of airspace? Air Traffic Services

  25. QUESTION What are the units providing ATCS at aerodrome, approach and area? Air Traffic Services

  26. QUESTION What are the contents of FIS information? Air Traffic Services

  27. QUESTION What are the stages of the emergency phase? Air Traffic Services

  28. QUESTION What is the difference between FIS and ADVS? Air Traffic Services

  29. SUMMARY ATS consists of air traffic control service, flight information service, alerting service and air traffic advisory service (last one is not present in Ukraine) Units to provide ATS – aerodrome control tower, approach control unit, area control centre, flight information centre, and also involved rescue co-ordination centre (for ALS) Air Traffic Services
