  3. Driver’s Training Objectives of the Driver’s Training is to: 1. Meet or exceed COMDTINST 5100.47 Safety and Environmental Health Manual Chapter 10 Motor Vehicle Safety requirement that all drivers of Pickup Trucks, Vans and SUV’s received training and be authorized to drive by their command. a. Each unit shall develop Personal Qualification Standards (PQS) for operation of these vehicles and shall document completion of these requirements by the member. 2. Meet or exceed COMDTINST 11240.9C Motor Vehicle Manual requirements requiring that vehicle operators be trained and authorized by the command and issued an OF-346 U.S. Government Motor Vehicle Operator’s permit with proper state driver licenses and endorsements of the vehicle qualified to drive on the permit.

Driver’s Training • Instructor/Facilitator Qualifications: - CO/XO’s designates personnel who has experience as instructor, practical knowledge and experience for truck, van or SUV and how it is used to accomplishment mission and, - Personnel who can track training, provide state driver license and OF-346 screening, hold personnel accountable and provide remedial training when necessary

  5. Driver’s Training • Equipment and Materials Required: - 100x200 ft. flat paved driving area (if possible) - 40 Traffic Cone 28-30 Inch In Height - 100 ft. Measuring Tape - Several Pieces Of Chalk For Marking Cones - Orange Traffic Vest If Near Moving Traffic - Clip Board With POQ Grading Standards - Radio/Cell Phone Communication if away from Duty Station - Emergency Plan: 1. Contact numbers for EMS, Fire, Security or Police in local jurisdiction 2. Chain of Command Contacts

  6. Driver’s Training • Driving Range Set Up - Driver Range may be set up in a preferred concrete, asphalt or tarred gravel parking area with approximate 100X200 ft. area if possible. If this is not available, any surfaced road which maybe controlled from existing traffic or parking area. As a last resort, a grass or dirt area. - Vehicles assigned for training shall be inspected to insure they are safe for training prior to placing on the range - Vehicles used for training shall be of the same make and model the operator is to be expected to drive once qualified. Preferably the same vehicle.

  7. Driver’s Training • Vehicle Inspection - Tire/Pressure (Manufacturer Recommendations) - Brakes - All Fluid Level - Oil level - Water Level - Transmission Fluid Level - Head Lights - Lights - Turn Signals - Wiper Blades

Driver’s Training • Licensing/OF-346 U.S. Government Motor Vehicle Operator’s Permit • OF-346 shall be issued to each individual who has successfully completed, to the commands satisfaction, personal qualification standards that enables them to drive trucks, SUV’s and Vans safely and without incident. • A valid state driver license must accompany the OF-346 with endorsements of the vehicles qualified typed on the back of each form and date of qualification.
