  2. Health Facilities Authority • Health Facilities Authority: • Screens applicants and holds public hearings • Issues tax-exempt debt under IRS Code • Facilitate projects for public benefit • Authorities are separate legal entities from Orange County

  3. Health Facilities Authority • County: • Approves TEFRA • Limited approval under Tax Code: • Simply acknowledging project and the public hearing • Appoints board • Not County debt

Health Facilities Authority • Five-member volunteer Board appointed by County • Lowndes, Drosdick, Doster, Kantor & Reed, P.A. serves as Authority Counsel • Public Financial Management serves as Authority Financial Advisor • OCHFA is a legal entity seeking to facilitate low cost financing of health related projects • No staff • No budget • No assets
