Launch of the Campaign • Design: the result of a collaboration between Headquarters and Regions • Launch during ILC 2003 : Director general, Chairperson and two Vice-chairpersons of GB • Special session in African Regional Meeting • National launches: Mozambique, Nepal, Senegal, Nigeria, India…

  4. An operational campaign • Three complementary means of action • Research, dissemination of good practices, experimentation • Assistance and technical cooperation: support to extension policies (in more than 40 countries) • Advocacy, communication, partnerships

  5. Strategies and policies to extend coverage • No single right model • Three complementary ways to extend coverage : • “Classical” social security • Community-based schemes • Establishing linkages between community initiatives and public policies

  6. Extending social security through social dialogue • Pilot project: Mali, Honduras, Sri Lanka • Shared tripartite diagnosis • Training and capacity building of social partners • Definition of national action plans

  7. New mechanisms in the informal economy • STEP programme • Innovation and knowledge development • Support to community-based schemes • Combating social exclusion at the local level • Intervention in more than 30 countries: Africa, Asia, Latin America and the Caribbean

  8. Development of partnerships • Governments and social partners • Donors and international organizations • ILO/PAHO initiative on social protection in health in Latin America and the Caribbean • A special initiative for Africa • A catalyst: to mobilize for action
