One-Child Policy • Formally called “Family Planning Policy” • Enacted in 1979 • Rationale: • Feeding 25% of world’s population on 7% of the arable land • Population containment essential to economic reform & living standards • Flooding & famine can send them into starvation

Pros & Cons Pros: • The policy has reduced China’s population by 250 million, although pop still increasing 10 million per year (equal to pop of Belgium). • The living standards of Chinese people has been greatly improved. Cons: • More old people; fewer young • 4:2:1 phenomenon; couple responsible for 1 child & 4 parents • Disproportion in male to female ratios: 100 to 117
Policy Update • Chinese government has begun to revise the policy to seek for a balanced society. • On Nov. 15, 2013, it is announced that couples can have two children if either parent is an only child. • It is estimated that the policy change could lead to one million to two million extra births in China every year, on top of the 15 million or so births a year now.
