  2. Observation 1: The current system distracts us from our most important mission-focusing on student achievement.

  3. Observation 2: The current system has changed from empowering districts to discuss their "wants" with the community to explaining "needs.”

  4. Observation 3: The current system creates large inequities across school districts.

  5. Observation 4: The current funding system is not sustainable within the demographic shifts that are occurring now and into the future.

Biggest Issue: Fixing the System AMSD 2012 Legislative Platform: • Remove barriers to collaboration • Establish a digital learning division within MDE • Provide funding for early education and fully funding all day kindergarten • Ensure laws promote retention of most effective teachers • Allow more flexibility for school districts to levy for needs based on unfunded mandates, ensuring safe learning environments and renewing existing operating levy authority like other units of local government • Permitting more local control for school boards to make better decisions around resources in regards to calendar, staff development resources and other funding sources
