Publicising initiatives for collecting information on LSLA and As FAO/IFAD/IIED: 5 countries in Africa (2009) WB: + 20 countries worldwide (2010) GTZ: 4 countries in Asia and Africa (2010) FIAN: 2 countries in Africa (2010) SNV: 11 in West Africa (2009) and elsewhere (2010) Club du Sahel: West Africa (2010) ROPPA/IDRC: 7 countries in West Africa ILC: 35 subject-based and case studies worldwide IFAD/FAO/IIED: on alternative models

Variety of responses put forward BM, FAO, FIDA and UNCTAD: 7 "Principles for responsible agricultural investment which respect rights, the means of subsistence and resources" (Jan. 2010) NUN – RS on the Right to Food (O. De Schutter): 11 “Minimum principles relating to human food rights applicable to large-scale land acquisitions”. (Dec. 2009) Federal German Ministry responsible for Economic Cooperation and development (BMZ): 6 “Basic principles" on “the purchase and lease of large land areas in developing countries " (August 2009) IFPRI: 5 key elements for a Code of Conduct to regulate international land transactions (April 2009) FIAN/LVC, etc. Call for the immediate stoppage of land monopolisationgrabs (Oct. 2010)

Justification: Principal parties concerned (including the usages and owners of the land in question; the States, public and private investors)are excluded from the search for solutions Need for a serious and open dialogue between the promoters and opponents of the various response options and between all parties concerned Results expected:  The positions and responses adopted by the various parties should be based on available credible knowledge about the phenomenon and should take account of the points of view of the other parties involved. Subject of the Dialogue

  5. Stages of the Dialogue: 1. OSC Stage (re-launch) 2. Open dialogue stage on the verifiedinformation available On the responses being put forward (principles and alternatives to the principles) Dialogue procedure: Regional discussions Global discussions (physical and virtual meetings) Links with the other global and regional procedures (e.g. discussions/agreements on the FAO Voluntary Directives) Format of the Dialogue

Initiative committee A global OSC: Action Aid International An overall OIG-OSC: ILC Three regional small farm organisations: AFA (Asia), COPROFAM (Latin America, ROPPA (West Africa) Role: Steering the OSC stage Setting up the Expanded Steering Committee Expanded Steering Committee: Extension of the Initiative Committee: App. 10 members Sufficiently diversified and representative to ensure a credible, open dialogue, in which all parties are treated on an equal footing Steering the process
