Period of Availability Most Elementary & Secondary Education Act programs allow funds to be obligated for 27 months, extending from July 1 of the fiscal year for which the funds were appropriated through September 30 of the second following fiscal year. Example: Funds awarded July 1, 2013 are available through September 30, 2015.

  4. Allowable Costs All costs must be: Necessary Reasonable Allocable Conform with federal law & grant terms Legal under state and local law Federal Funding Matrix: http://education.ky.gov/districts/fin/Pages/Federal-Grants.aspx

  5. Transferability KDE has an approved ESEA waiver. An LEA may transfer up to 100 percent of the funds available between one or more of the authorized ESEA programs and into Title I, Part A. The LEA does not have to notify the SEA Funds cannot be transferred out of Title I, Part A The LEA must use the appropriate revenue code (not object code) for the transfer

  6. Maintenance of Effort NCLB Section 9521 states that a local education agency may receive funds under a covered program for any fiscal year only if the State educational agency finds that either the combined fiscal effort per student or the aggregate expenditures of the agency and the State with respect to the provision of free public education by the agency for the preceding fiscal year was not less than 90% of the combined fiscal effort or aggregate expenditures for the second preceding fiscal year. http://education.ky.gov/districts/fin/Pages/Additional-Federal-Gran-Information.aspx

  7. Time and Effort If federal funds are used for salaries, time and effort must be documented by: Single cost objective or Multiple cost objective Single Cost Objective An employee whose salary is 100% paid with federal funds Must certify semiannually and signed by the employee and supervisor having first having firsthand knowledge of the work performed by the employee.

Multiple Cost Objective An employee who works on multiple activities or cost objectives A distribution of the employee’s salary/wages must be supported by a personnel activity report (PAR) or equivalent documentation Instances of multiple activities/cost objectives for which a PAR is required, if an employee works on – More than one Federal award A Federal award and a non-Federal award A PAR must: Reflect the after the fact distribution of the activity Account for the total activity for which each employee is compensated Be prepared at least monthly and coincide with one or more pay periods Be signed by the employee and supervisor

  9. Pass-through Number If KDE is the pass-through entity for the federal grant then the pass-through number is the program code and grant year on the district’s payment register.
