The Role of the Licensing Authority at MOITAL • The Chemistry Administration is the central licensing authority in the MOITAL. • Responsible for most items both in export and import requiring licenses. • Export: MTCR cat.2 –civilian end user- covered under 4th Schedule of “Free Export Order”. • Export: AG- NSG – Dual use-”Import and Export Order (Control of Chemical, Biological and Nuclear Export), 2004”. • Export: Wassenaar Arrangement – Dual Use “Import & Export Order (control of purpose goods, services & Technology Exports) 5766 – 2006”.
