Existing System • States submits State Action Plan manually • NFSM division approves and allocates Fund • Funds for implementing Programmes will be directly released to SLA • Down the line State would make funds available to DLA for approved • programme • Input supply being monitored manually in unsystematic manner • Fund allocation & utilisation being monitored manually • Impact analysis are being done manually upto the level of State only. • Solution to Beneficiaries’ problem are being handled manually at • district level • NFSM getting information from State level manually • State compiles information manually on basis of feedback given by • Districts

Constraints • Time delay in getting information • Lack of flow of information • Delay in fund disbursal (many channels) • Lack of transparency • Large information gaps between input supply and utilisation • Lack of redirection of resources in case of not being utilised fully • Impact analysis upto micro level not available • On-line solution to beneficiaries’ problem not available

OBJECTIVE OF THE ICT SUPPORT • Flow of fund would be closely monitored to ensure that interventions reach the target beneficiaries on time. • Computerisation of State/Districts Mission Director offices. • Collection of Tartget & Achievement data and other data at the root level • Monitoring of Beneficiaries details and Input Supply details upto Panchayat • level • Finalizing the advance estimates of Area, Production & Yield of the NFSM • crops • Constant monitoring and concurrent evaluation for assessing the impact of the • interventions for a result oriented approach by the implementing agencies • To collect basic information right from Farm level • To provide E-bridge between farmers and NFSM

With regional and district offices, Agricultural Info. Centres and related Agencies and Organisations • Creation of on-line extension services to provide decision support systems for local • problems • Establishment of interactive website for interaction with stakeholders especially SHG

Expectations from the State / District Agencies • States are requested to ensure that the DATA are entered by District • Agencies for Progress details, Beneficiary and Input Supply Details, APY details • on regular basis. • State are also to ensure that the Input Supply to the Beneficiaries reaches in • time • Down the line State would make funds available to DLA for approved programmes • States are requested to bring in synergy between NFSM activities and other • ongoig programmes of State / Government of India for achieving the deliverable • targets • District Officials / Agencies are responsible for all Data Entry Part • --- District / Block / Panchayat Functionaries Details • --- Beneficiary Details • --- Input Supply Details including Supplier information • --- Target and Achievement data • --- Area, Production and Yield
