The SUTRA initiative focuses on establishing clear criteria for ranking municipalities based on objective need indicators and finalizes SOPs for beneficiary selection. It promotes project management led by municipalities and fosters partnerships with local NGOs to involve communities throughout all project phases. Key activities include producing tender dossiers for house reconstruction and monitoring works. Future developments involve meeting EU Accession requirements and leveraging funds such as the European Social Fund. UNDP serves as a crucial ally in supporting municipal development and engaging in donor coordination.

SUTRA RESULTS • Clear criteria and ranking priority municipalities according to objective need indicators; • SOPs for beneficiary selection finalised as a State by-law; • Project management conducted by municipalities as per project methodology. • Establishing partnership with communities, through local NGOs, involving them in all project phases, • Producing tender dossier for house reconstruction, • Launching and evaluating tenders, • Monitoring of works, • Identifying, together with local partners, sustainability measures and organising local media events
Possible future developments • EU Accession requirements where EC will play a prominent role at the State level • UNDP has a clear role in supporting municipal development and therefore a potential partner for the EC • EU partnership will open access to other EU funds. • The European Social Fund is the one closest to “return” and could be accessed as early as 2007 • The Return Fund could be an appropriate instrument for channelling of ESF funds
SUTRA and Pre-accession processes • Encouraging more formal networking within PLAGs and possibly forming a BiH PREPARE (the pre accession partnership for rural Europe ): • The European Regional Development Fund (ERDF) • The guidance section of the European Agricultural Guidance and Guarantee Fund (EAGGF)

High Level ISSUES • Requirement for BiH matching funds to SUTRA II (approx. 4.5 mil Euro) • Donor coordination in the sector must be ensured. UNDP could support MHRR similarly to role in BiH MAC • Compatibility with CEB loans in the sector • 8 mil Euro from CEB and 4 mil Euro from BiH • Procedures developed under SUTRA could be applied also to the CEB project
