  3. Background • RFB: RAF/2012/00028: PANEL OF RECRUITMENT AGENCIES TO BE LISTED ON THE RAF PANEL OF RECRUITERS TO PROVIDE RECRUITMENT SERVICES FOR A PERIOD OF THREE (3) YEARS. • Advertised on 02 November 2012 • Closing on 26 November 2012

Background • The RAF wishes to list suitably qualified Recruitment Agencies to the RAF panel of recruiters to provide recruitment Services to the RAF for a period of three (3) years as per the following category: • Permanent Placement Services (20) • Temporary Placement Services (10) • Head Hunting (10) • Response handling (5) • Bidders must submit a separate bid for each category.

  5. Mandatory Documents • Standard Bidding Document (SBD) • Tax Clearance Certificate • Bid Conditions • BEE certificate

  6. Evaluation Criteria Evaluation will be based on the following: • Technical Functional Mandatory (Comply or Not Comply) – Bidders who do not meet the mandatory requirement will be disqualified. • Technical Functional Requirement (100 points) • Price and BEE Evaluations (90/10 points)

  12. Disqualification of bids • Bidders shall be disqualified if they fail to: • Submit a valid and original tax clearance certificate • Complete questionnaires in full • Submit true and correct information • Comply with mandatory requirements • Comply with prescribed response format

  14. Bid responses sent by courier must reach the reception at least 36 hours before the closing date to be deposited into the bid box • Submission Register must be signed at the reception by bidder when submitting bid documents. Important note: • Please ensure that the attendance register has been signed • Name of company • Contact details • Late bids will not be considered • NOTE: Bidders must submit responses for each category separately and clearly marked e.g. Annexure F 1 Permanent placement. Submission of bid responses

Purpose of the RFB • The purpose of the RFB is to list Recruitment Agencies to provide the following recruitment services , on an “as and when required” basis, from agencies on the panel: • Source and Placement of permanent and temporary staff for the RAF • Conduct Comprehensive employment background screening on staff before placement • Draft and placement of advertisement in print media • Search and headhunting of scares skills in the market • Provide statistical analysis on the availability of various skills • Handling of responses received by the RAF.

  17. Purpose of the RFB • Placing of permanent staff and temporary staff in the RAF. The main fields in which staff are required include, but are not limited to: • Human Resources • Information Technology • Claims • Legal • Finance • Procurement • Office Admin • Stakeholder relations • Forensic • Marketing and Communication

Purpose of the RFB • Head hunting of Executives Managers and staff with scarce skills including but not limited to the following fields: • Human Resources • Information Technology • Claims • Legal • Finance • Procurement • Office Admin • Stakeholder relations • Forensic • Marketing and Communication Note: Bidders should have national foot print.
