MSFD – Update on CIS Process • The MSFD CIS process is organised as follows • MD agree on WG work programmes & determine direction of work • MSCG works on strategic overarching issues of the MSFD. • Underneath MSCG, the following WGs operate • WG GES on Good Environmental Status working on • Assessment of the marine environment • Definition of GES and • Establishment of Environmental Targets • Monitoring • Programmes of Measures • WG DIKE on data management and reporting • WG ESA on socio economic aspects • Under WG GES two technical subgroups are established: • TSG Noise • TSG Marine Litter ECOSTAT-Meeting, 24.04.2013 Ispra 43. MSFD – Deliverables • Until 2013 the following products have been delivered • Development of CU on Articles 8 (IA), 9 (GES) & 10 (ET) • MS reports on Initial Assessment, GES and Environmental Targets • Lessons learnt • TSGs worked sufficient on problem characterisation and proposals on monitoring • Role of RSCs still unclear. Tool to achieve coherence • Lack of progress on D3 on commercial fish stocks (ICES) • Current work of the COM • Article 12 assessment on coherence of MSFD implementation • Lack of coherence in MS approaches • Issues related to scales and aggregation (no WB, many QEs) • Differences between coastal and marine waters ECOSTAT-Meeting, 24.04.2013 Ispra 43.   4. MSFD – CU & Monitoring • COM identified that MS have applied the MSFD in different ways. Therefore, the following work is proposed • Further development of CU on Articles 8, 9 & 10 • Develop guidance on assessment scales and aggregation rules • WS in 2013 • Consider need to distinguish between status and pressure QEs • Draft concept paper on MSFD monitoring is available. COM proposal to follow WFD philosophy on monitoring types was not endorsed. The draft contains inter alia • Seven recommendations/key messages • Draft outline for a JRC guidance document on MSFD monitoring aiming at a final product end of 2013. • For the elaboration of the guidance document, a steering group was established, which met first 22.04.2013.   5. MSFD – Measures & Information Exchange • Work on Programmes of Measures is also on the agenda. In 2015 POM should by developed by MS aiming at implementation in 2016. • The COM presented its plan for the preparation of an ESA/GES WS: • Benefits of GES have to be calculated. COM expects an analysis whether proxies can be used when not all data is available • DIKE planning of reporting of POM has started • Information exchange continues e.g. by • Presentation of thematic JRC WS on eutrophication, contaminants and biodiversity • ICES WSs on fisheries (April 2012 & 2013) • Marine Litter Conference from 10 – 12 April 2013 in Berlin • COM informed that ECOSTAT might be approached to do some work related to certain descriptors.
