Historical Information • California Master Plan for Special Education • Developed in 1970s • Adopted by State Board of Education (1974) • Established Special Education Local Plan Areas (SELPAs) (historically called SESRs • Required SELPAs to develop a Local Plan • P.L. 94-142 • Established eligibility for federal funding • Individuals with Disabilities Education Act (IDEA)’97– Reauthorization (P.L. 105-17) • Changed the Local Plan Area and submission requirements as originally outlined in the Master Plan • Assembly Bill 602 • Established Annual Budget and Service Plans References: AB 4040 Chapter 1532, Statutes of 1974 AB 1250 Chapter 1247, Statutes of 1977 SB 1870 Chapter 797 Statutes of 1980 SB 1345 September 1982 AB 602 Chapter 854 Statutes of 1997

  5. The Local Plan The Local Plan is a document that contains the local policy and procedures that assure access to special education programs and services for all individuals with exceptional needs residing in an identified geographic region called a SELPA.

Local Plan Development In developing a Local Plan, each SELPA shall do the following: • Involve special and general education teachers and parents • Cooperate with the county office and other school districts in planning • Cooperate with county office to assure compatibility with other plans in the county Reference: 30 EC §56195.3

  10. Local Plan Components Local Plan Governance The Local Plan shall include the following: • Provision of a governance structure • Responsibility of participating agencies • Designation of a RLA (AU) • County Office compatibility Reference: 30 EC §56195.1

Local Plan Components LEA Assurance Statement The SELPA shall submit a signed statement from each participating LEA member which assures that the LEA has, on file locally, policies and procedures that are consistent with federal and state laws and regulations, governing the following required areas:

Local Plan Amendments Approved Local Plans are amended when there is: • a change in federal or state law or regulation, • a new interpretation by the courts, • an official finding of noncompliance with federal or state law or regulation • SELPAs choose to amend their Local Plans (i.e.: governance structure) References: 30 EC §56195.9 34 CFR §300.182
