Receiving a C grade • Warning – • do not ignore!! • do not run away!!
What does a C grade mean? A We are suddenly being criticised after years of loyal service and hard work B A whole lot more hard work without any extra resources C The future of the organisation is at risk D We need to make some changes
What does PMRU see when they give a C grade ? • The organisation is presenting a big risk to the government • We are not sure that this organisation will be able to meet its liabilities • We are not sure this organisation is able to manage government assets and resources appropriately • We’re concerned about the Sector’s reputation
How should we respond ? A Get angry with OCH and appeal B Ignore it and hope it goes away C Feel overwhelmed and under resourced D Seek assistance to help you get through it
Dealing with a C grade • It doesn’t mean the end of the world • However a serious response is required • There is help available !

How does NSWFHA help? • Organisations who choose to work with the Federation need to request approval from OCH through the Service Development Team • The Federation submits a proposal to OCH who checks with you that it meets your needs and approves the work . • Developing a Performance Improvement Plan has been at no cost to date.
How can we get NSWFHA to help? • We work with you to identify the underlying reasons for poor performance as identified by PMRU • This depends on the areas identified in the Registration Assessment report • We look at your business and governance tools and suggest ways these could be improved
What are business tools? • Financial statements • Strategic plan • Business plan • Risk Management Plan • Asset management Plan • Policy and procedures
What are governance tools? • Board financial reports • Housing manager reports • Reporting formats and financial KPI’s • Reporting and monitoring timeframes • Minutes of board meetings • Board induction training • Business tools
Examples of assistance • On the ground assistance in gathering evidence • Financial analysis – review of financial information • Providing financial projections and budgets based on figures available • Revising financial reports so its easier for the board to understand the business
Examples of assistance • Strategic planning • Operational planning • Risk management planning • Asset management financial projections based on current AMP • Modeling future scenarios based on different income and cost structures • Negotiating short term changes to funding as part of a larger strategy
Keys to success • The board and senior staff of the organisation are ultimately responsible for making the changes and need to be proactive in the process • Partnership between the Federation and the organisation • Act quickly once you receive a C grade – don’t put it off.
