WHAT WE PLANNED • Orange County wanted to convert to single stream beginning in • 2010-11 • THE PLAN: • Convert from two bins to 95 gallon carts for curbside, • Re-label all multifamily & commercial carts for single stream, • Convert roll off dumpsters at dropoff sites to single stream, • But ……………. • Keep separate cardboard and bulky rigid plastics separate for better markets • Then: • Ship all materials commingled from ‘dropoff pad’ at County landfill to MRF

  4. WHAT WE DID • Due to uncertain planning conditions: • Stay with bins and go single stream but add no new materials (per contractor’s concern about overflows and political constraints)

  5. We mailed every single family home a postcard

  6. New Labels for multifamily & Commercial carts (about 3,000 carts) • Include #2, 4 and 5 non-bottle plastics in carts (but don’t tell anyone, just change labels)

  7. Gave out cards to Apartment Managers to distribute for tenant education

  8. Modified INFO for commercial customers, copied poster size & Mailed it to them (about 300) to use for on site education (NOTE spanish)

  9. Banners at Drop off sites

  11. Keeping rigid bulky #2, 4 & 5 separate in “the purple bins” Trash can for plastic bags

  12. BUS POSTER FOR ALL programs put on all CH AREA BUSES (no cost for ad placEment) • Keep cardboard and bulky rigid plastics separate

  15. Plus the usual PR • Paid print ads & radio spots • News releases • Radio interview & show (we have a monthly show on local low power FM) • Monthly newspaper column (we have two papers it appears in)

  16. Results of Urban curbside dual v. single STREAM in FY 2011 v. FY 2012 (8 months) • July – February Comparison • 2011-12 (dual- stream) vs. 2012-13 (single stream) • Total tons: 2,4012,560 • 6.6% increase • 0.4% increase in # households served in same period

  17. Results of RURAL curbside dual v. single STREAM in FY 2011 v. FY 2012 (9 months) • July – Feb. Comparison • 2011-12 (dual- stream) vs. 2012-13 (single stream) • Total tons: 1,2611,156 • (-11%) DECREASE ?? Why? • 9% increase in # households served in same period

Payback on conversion to carts • URBAN CURBSIDE COST PROPOSAL RECEIVED FROM RFP ISSUED January 2012: • $2.96/month with County supplied carts • County cart cost ~ $50/each with RFID, assembly & distribution • Cost differential v. single stream in bins: $9.24/year. Payback = 5.4 years • With state cart grants for three towns in urban program (cost/cart `= $39.50, Payback = 4.2 years.
