Enhancing Highway Planning with GIS and Dynamic Segmentation Techniques

This document outlines our innovative use of Geographic Information Systems (GIS) for analyzing Highway Performance Monitoring System (HPMS) data at a section level. We implemented dynamic segmentation to improve our understanding and visualization of traffic patterns, as evidenced by the matched sample reports indicating significant findings in Average Annual Daily Traffic (AADT). Key initiatives include enhancing the National Highway Planning Network (NHPN) through collaborations with federal agencies and addressing projects with non-traditional transportation interests, such as 9-1-1 services and Congressional District Maps.

  5. Matched Universe Matched sample report showed a significant number of samples with unchanged AADT. We took a GIS approach and were able to plot areas of concern.
