  2. The Electoral Boundaries Commission was established in February 2012 The initial proposals were published in the Canada Gazette on September 8, 2012 Public Hearing were scheduled

  3. 15 new ridings for Ontario • 31 public hearings (October 9 through until November 21, 2012) • 1,078 submissions • 509 of which were made at public hearings • 569 of which were in written form only

  4. Final Report from Ontario Commission • many changes from what had been initially proposed, most notably in the 905 regions, in Scarborough and in the Hamilton area • tabled with House of Commons last week • of February 2013

  5. Objections from MP • Report goes to Procedures and House Affairs • Written objections, signed by 10 MPs must be filed within 30 days • Committee will consider objections • We expect that both the NPD and the Conservatives will file objections

  6. The Ontario Caucus, led by Caucus Chair Ted Hsu is coordinating the Liberal interventions • Report is returned to the commission with objections and minutes of the meeting within 30 days • We expect that an extension to the 30 days will be requested as Parliament is not sitting the first two weeks of April

  7. Commission Considers objections • The commission decides whether to modify the boundaries or district names before submitting its final report to the Speaker of the House of Commons through the CEO within 30 days after receipt of the objections from MPs

  8. Representation order • The CEO drafts the representation order, which describes the electoral districts established by the commissions, and sends it to the Leader of Government in the House of Commons.– September 2013 assuming there are no extensions

  9. Proclamation • The new representation order is proclaimed by the Governor in Council within five days of receipt from the CEO ... and are then published in the Canada Gazette within five days of proclamation (September 2013) • This deadline could be extended

  10. Boundaries in effect for election purposes…. • The new boundaries can only be applied at a general election called at least seven months after the representation order is proclaimed. This time allows Elections Canada, political parties, candidates and sitting MPs to prepare for the next general election (i.e. hire or reappoint returning officers; adjust the National Register of Electors; reorganize electoral district associations).

  11. Within seven month period following proclamation • Any by-election called after the proclamation but within the seven month following proclamation will be fought on current boundaries • Expect next General Election in 2015 to be fought on new boundaries (121 ridings in Ontario)

  12. Founding Meetings • LPC(O) will coordinate founding meetings after final proclamation • All riding that are see a change of 15 percent or more will be required to have a founding meeting. • 28 day notice of all meetings will be given • Assets will be distributed as per section 12 in the LPC(O) rules of Procedure • Founding meetings will not begin before mid October at the earliest
