Graduated Driver Licensing Program • What is the Graduated Driver License (GDL) Program? • The GDL Program was implemented to reduce the number of fatalities and injuries for teens. • Establish a three stage licensing program which includes; extended supervised practice driving time, licensing restrictions for driving at night and with young passengers. • Establish penalties and suspension actions for teens that violate the provisions of the GDL Law

GDL Levels • Level 1 Instructional Permit- Allows the applicant to operate a motor vehicle as a new driver while they are supervised by a licensed driver age 21 or older for the purpose of giving instruction. • Requirements: • Applicant must be at least 15 years of age or older and not more than 18 years old • Certified Birth Certificate or Passport • Social Security Card • School Enrollment Form (if the form has the physical address) if not • Provide two proofs of residency • Pass a vision screening • Completes the driving under the influence awareness program • Passes the knowledge exam • Valid from date of issuance to 18 birthday • Fee for the Level 1 is $5.00 • Maintain the Level 1 permit conviction free for 180 days • May only operate the vehicle between the hours of 5am to 10pm • May no use wireless communication device of any type while driving

GDL Level 1 continued • Terms and conditions of the GDL Level 1 Instructional Permit- • Must maintain the Level 1 instructional permit conviction free for 180 days • Must be at least 16 years of age to obtain Level 2 Intermediate driver license • One conviction requires the driver to restart the 180 day conviction free driving • The second conviction the driver will berevoked for a period of 90 days • If the driver has been revoked they must reapply as a new applicant and retest • The vehicle may be operated with no more that two additional passengers, unless the passengers are family members • Without any measurable blood alcohol content in your system • All occupants must use safety belts in accordance with state law • Must maintain a 50 hour log sheet of behind the wheel driving experience, in which 10 hours must be at night or complete a driver education course approved by the State Dept. Of Education

GDL Levels Continued • Level 2 Intermediate Driver’s License- allows the driver to operate the vehicle without a supervising driver between the hours of 5am to 10pm, or supervised driving with a licensed driver age 21 or older between the hours of 10pm to 5am • Requirements: • Must be 16 years of age or older • Must have held the Level 1 Instructional Permit conviction free for 180 days immediately proceeding the date of application for a Level 2 intermediate license • Has completed either a driver’s education course approved by the state department of education or fifty hours of behind the wheel driving experience(in which ten hours must be at night with a licensed driver age 21 or older _ Passes the road skills exam • Pay fee of $5.00 • Provides school eligibility form with physical address( if no physical address on form), the applicant must provide two proofs of residency

GDL Levels Continued • Terms and conditions • The Level 2 Intermediate driver’s license is valid until your 18 birthday • All occupants shall use safety belts in accordance with state law • Operates the vehicle with no more than 3 passengers under the age of 19, unless the passengers are family members • Operate without any measureable blood alcohol content • May not use wireless communication device of any type while driving • Upon the first conviction of a moving violation or violation of the terms for the GDL, the driver must start over with the one year conviction free driving and shall enroll in an approved driver improvement program • Upon the second conviction for a moving violation or violations of the GDL, the driver will be revoked until the age of 18 or until the statutory period • Once the applicant has reached the age of 18 they may reapply for a driver license by completing the Knowledge and Skills exam • If the driver has not received any convictions and held the Level 2 GDL for one year, the driver is eligible to apply for a Level 3 Full Class E driver license without driving restrictions at the age of 17

DID You Know • Young drivers ages 15-20 years old are especially vulnerable to death and injury on our roadways- traffic crashes are the leading cause of death for teenagers in America • Mile for mile , teenagers are involved in three times as many fatal crashes as all other drivers • Among 15 to 20 year old drivers involved in fatal crashes in 2006, 31 percent of the drivers who were killed had been drinking and 77 percent of these drivers were unrestrained (no seatbelt) • For the year of 2007 in WV 32 fatalities occurred of drivers under the age of 21 • In 2005, 49 traffic fatalities in WV occurred involving drivers aged 16-20, among these young drivers 24% had a BAC of .08 or higher
