Brief Background of Mass Participation • The DCSR has been receiving grants from National Dept of Sport and Recreation since 05/06 • 18 Municipalities of the Province are participating in the Siyadlala Mass Participation programme. • 260 schools -18 Learners with Special Education Needs Schools –LSENS, 145 Primary and 97 Secondary Schools participating. • Both programmes are implemented in the 3 Regions of the Province, Gert Sibande, Nkangala and Ehlanzeni.

Brief Background of Mass Participation • 536 Volunteers employed through both programmes, • Legacy projects relate to: • 90 sport administrators, coaches and technical officials trained • Municipal and Regional Sports Councils have been established and assisted to coordinate meetings, • Provincial Sport Confederation to be established by 3rd quarter. • Established Bafana Bafana Supporters Club will continue to get support in the current financial year, • 2 workshops facilitated for 800 volunteers to run with PVA’s • Container gym provided 1 school in Kwaggafontein.

REASONS FOR UNDERSPENDING 2010 / 2011 • Golden Oldies , Regional Indigenous Games could not be facilitated in the first quarter due to the World Cup and it was moved to the second and third quarter. • Slow submission of documentation from service providers which lead to the delay in the processing of payment.

  8. Remedial actions • More focus has now been dedicated to activities of mass participation since FIFA World Cup is over. • Programmes that could not be implemented in the first quarter will be fast tracked in the second quarter. • Fast track payment of service providers for services that have been rendered.

Department of Culture ,Sport and RecreationMonitoring Capacity 2010 / 2011 • Monitoring capacity is provided through the following • Municipal Level • At Municipal level , Sport and Recreation Officials visit Hubs twice a week to monitor the work of Hub Coordinators and Cluster Coordinators • Regional • Regions facilitate monthly meetings with volunteers to discuss and evaluate implementation of the programme • Regional Heads are part of these meetings

Department of Culture ,Sport and RecreationMonitoring Capacity 2010 / 2011 • Provincial • Monthly reporting meetings are convened with all officials to discuss reports including Conditional Grant reports • Unannounced Hub visits are conducted by the Director and the Chief Director . • Filling of Deputy and Assistant Directors posts for Monitoring and Evaluation will be finalized (end of second quarter) on contractual basis and the 3 data capturers to increase monitoring and evaluation capacity. Provincial Treasury: • Continuous monitoring by the provincial treasury
