  2. SAFETEA-LU Section 204 • Provides funding to Federal land management agencies (FLMAs) for transportation planning • Public Lands Highway funds are available on a discretionary basis for specific uses

  3. PLH TransportationPlanning Funds • Available to FLMAs for transportation planning if the planning is not funded elsewhere in 23 U.S.C. 204 • Forest Service, Bureau of Land Management and other Federal agencies have received money in the past

  4. Past Uses of Funds • Forest Service examples: • NFS Transportation Strategy • National Forest Scenic Byways corridor planning funding criteria • Management system implementation for Public Forest Service Roads

  5. Past Uses of Funds • Bureau of Land Management (BLM) examples: • Designation and update of Land Management Highway System (LMHS) • Planning coordination with other Federal agencies, including the Forest Service • Transportation planning to support recreation, tourism and economic development • Planning coordination with States and gateway communities

Eligible Uses of TransportationPlanning Funds • Engineering surveys • Economic surveys • Planning of future transportation programs or public transportation systems • Transportation planning for tourism and recreational travel including National Forest Scenic Byways Program and BLM Back Country Byways Program

  7. Eligible Uses of TransportationPlanning Funds • Management systems • Technology deployment • Studies or training in specified areas including: • Engineering standards and construction, • Evaluation and accreditation of inspection and testing materials, • Regulation and funding of highway, public transportation or intermodal transportation systems
