SOURCES OF ROAD FUND REVENUE FUEL LEVY TRANSIT FEES AXLE OVERLOAD CHARGES ABNORMAL LOAD VEHICLES FEES Revenue collected in terms of the Vehicle Licensing and Registration Act
FUEL LEVY • 70% of revenue • 3% of official pump price. 5% of landed price • US 4cents/litter (official pump price) • Collection mostly through importers • Direct channelling • MoF approved the increase of levy to 10% landed price (in principle)
ROAD TOLLS • Network Access Fees collection, at entry points, started November 2005. Channelled to MoTC. • Toll gates under construction on trunk routes • Rates still to be announced
TRANSIT FEES • Collected by Vehicle Inspectorate Department (VID) • Rates based on category of Vehicle (Z$100/100km) • Direct channelling (July 2006) • 2005 Revenue: USD 2.26million; ZAR 18.7million; Pula 0.7million.
AXLE LOAD CONTROL • Responsibility of VID • 19 weigh bridges operational; 4 currently being installed • Rates not regularly reviewed (Z$100/excess kg) • Revenue channelled directly (July 2006, foreign) • 2005 Revenue: USD 21,000; ZAR 178,000; Pula 16,000.
ABNORMAL LOAD/VEHICLE FEES • Channelled direct to Road Fund • Abnormal Load application US$20.0 • Abnormal load permit US$20.0 to 50.0 • Abnormal Vehicle application US$25.0 • Abnormal Vehicle certification US$300 per annum • Super loads/km US$ 5.0
ACHIEVEMENTS (1) • Road Fund established by legislation in 2001. Board (11) appointed February 2002; term expired August 2005. • Interim Board (6) appointed June 2006. • Transport Policy still in draft phase (+3yrs) • Internal and External financial and technical audits being performed • Overloading reduced from 25% to 5% (1996-2000)
ACHIEVEMENTS(2) • Transit Fees remitted to ZINARA/Road Fund (w.e.f. July 2006) • Legislation for controlling axle overload in place • Institutional reforms on-going
CHALLENGES • Inadequate funding for road maintenance (>10% of requirement) • Revenue from sources identified in the Act not being remitted to Road Fund • Loopholes in collection of fuel levy • Disbursement of funds to implementing agencies
WAY FORWARD • National Transport Policy is required • All road user charges to be channelled to the Road Fund • Maximise revenue collection • Need to have procedure for adjusting/increasing road user charges • Need for effective, continuous publicity of Road Fund activities/achievements
