Defining Trends Judea and Samaria • Palestinian riots, many of which were violent, continued on a daily basis during the time of this report; over 60 major cases were noted in which Palestinians threw stones, including an instance in which firecrackers. Palestinians threw stones at Israeli civilian vehicles on 24 occasions over the last two weeks, including one civilian bus. • The region experienced a relative calm over the period of this report, but there were several incidents of Palestinians illegally attempting to cross the technical fence, including one instance in which a vehicle tried to break through an IDF checkpoint. • Palestinian security forces’ operations in Judea and Samaria continue but their scope and quality must be increased. When necessary the IDF takes action to prevent terrorist attacks from being carried out. • During the period of this report there were a few incidents involving Israeli civilians, primarily incidents in which Palestinian and Israeli civilians clashed and threw rocks at one another. • The IDF is tasked with maintaining security in Judea and Samaria and applies the rule of the law to all residents in the region.

Defining Trends The Gaza Strip Government Policy on allowing goods into the Gaza Strip continues; crossings are now able to absorb over 400 trucks a day. ‘Hamas’ continues to act aggressively against Israel. In addition to ‘Hamas’s own terrorist activities, the organization allows various terrorist groups to use the territory under its control to plan and carry out attacks and rocket launches. Despite relative calm in the region, rocket and mortar fire continues. During the reported period, 14 Rockets and 1 Mortar were launched from the Gaza Strip towards civilian areas in Israel. Meanwhile, ‘Hamas’ has sustained its efforts to acquire more weaponry through smuggling into the Gaza strip. The IAF acted in response to the rocket and mortar fire with pinpoint attacks targeting a ‘Hamas’ military outpost, a ‘Hamas’ Tunnel , a ‘PIJ’ outpost, and a ‘Hamas’ outpost.

  7. Major Events – Judea and Samaria November 16th – November 17th November 16th- A Palestinian crossed the technical fence into Israeli territory in the vicinity of the She'areiTikva community. A number of Palestinians rioted and threw stones at an IDF force in the city of Hebron. The force dispersed the riot. Three Palestinians were arrested. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Sha'ar Binyamin community. The vehicle sustained damage. During a mobilized patrol south of the Migdal Oz community, a number of Palestinians rioted and threw stones at an IDF force. The force dispersed the riot. November 17th- A vehicle attempted to break through an IDF checkpoint in the vicinity of the city of TulKarem. An IDF force initiated the suspect engagement procedure for suspicious vehicles and arrested the driver. The driver was taken for questioning and was later released. A number of Palestinians rioted and threw stones at an IDF force during a vehicle patrol south of the Migdal Oz community. The force dispersed the riot. A BGP force demolished illegal Palestinian structures in the vicinity of the city of Hebron.

Major Events – Judea and Samaria November 17th cont’d – November 18th November 17th cont’d- A number of Palestinians rioted and threw stones at an Israeli civilian vehicle south of the Migdal Oz community. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an IDF force during a vehicle patrol south of the Yitzhar community. The force dispersed the riot. November 18th- Approximately 120 Palestinians rioted and threw stones at an IDF force during a vehicle patrol in the vicinity of Givat Shalom community. The force dispersed the riot. An altercation occurred between 25 Palestinians and Israeli civilians in the vicinity of the Maon community. IDF force dispersed the riot. Approximately 100 Palestinians rioted and threw stones at an IDF force during a vehicle patrol north of Halamich community. The force dispersed the riot. Approximately 70 Palestinians rioted and threw stones at an IDF force during a vehicle patrol north of the KarmeiTzur community. The force dispersed the riot. Later on, at the same location, approximately 200 Palestinians rioted and threw stones at the technical fence. The riot was dispersed.

The force dispersed the riot. Approximately 35 Palestinians rioted and threw stones at an IDF force west of the KiryatSefer community. The force dispersed the riot. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle south of the KarmeiTzur community. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the KarmeiTzur community. The force dispersed the riot. November 19th- A number of Palestinians rioted and threw stones at an IDF force south of the Itamar community. The force dispersed the riot. A physical alteration occurred between approximately 30 Palestinians and 250 Israeli civilians in the city of Hebron, after an Israeli civilian caused damage to a Palestinian shop. An IDF force dispersed the riot.

A number of Palestinians rioted and threw stones at an Israeli civilian vehicle near the BeitHoroncommunity. The vehicle sustained damage.

  11. Major Events – Judea and Samaria November 20th November 20th cont’d- Two Israeli civilians damaged and spray painted graffiti on a Palestinian vehicle in the Rosh Tzurimcommunity. A Palestinian vehicle sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the village of Huwara. The vehicle sustained damage. Approximately 20 Palestinians rioted and threw stones north of the KarmeiTzurcommunity, lightly injuring an Israeli civilian and causing damage to two vehicles. IDF forces arrived at the scene, initiated the suspect engagement procedure. The forces used non-lethal means to disperse the rioters. One Israeli civilian was lightly injured. Two vehicles sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle west of the PneiHevercommunity. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle southeast of the Yitzhar community. One Israeli civilian was lightly injured.

  12. Major Events – Judea and Samaria November 21st November 21st- A number of Palestinians rioted and threw stones at an Israeli civilian vehicle southwest of the MitzpeYishaycommunity. The vehicle sustained damage. Four Palestinians crossed the technical fence into Israeli territory west of the Sha'areiTikvacommunity. One suspect was transferred to the Palestinian police. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the GivatHadagancommunity. The vehicle sustained damage. November 22nd- During a patrol in the vicinity of the city of Nablus, a number of Palestinians rioted and threw stones at an IDF force. A number of Palestinians and Israeli civilians rioted and threw stones at each other in the vicinity of the GivatHa'orcommunity. The riot was dispersed by an Israeli Police force. November 23rd- Approximately five Palestinians crossed the technical fence into Israeli territory west of the Sha'areiTiqvacommunity. Five suspects were arrested. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle southwest of the Nilicommunity. The vehicle sustained damage.

  14. Major Events – Judea and Samaria November 24nd - November 25nd November 24th- A number of Palestinians rioted and threw stones at an IDF force during an initiated activity east of the Shaked community. The force dispersed the riot. During a coordinated entrance of approximately 120 Israeli civilians into Joseph's Tomb, a number of Palestinians gathered and rioted in the area. One Palestinian was arrested. IDF forces demolished two illegal Palestinian structures in the vicinity of the Susia community. As a result approximately 40 Palestinians rioted and threw stones at the forces. The forces dispersed the riot. One Palestinian was injured lightly. One BGP soldier was injured lightly. Two Palestinians were arrested. Several Palestinians and Israeli civilians rioted and threw stones at each other in the vicinity of of the HavatGiladcommunity. Several Palestinians rioted and threw stones at an Israeli civilian vehicle southwest of the Itzhar community. The vehicle sustained damage. November 25th- Several Palestinians rioted and threw stones at an IDF force in the vicinity of the Halamish community. IDF forces dispersed the riot.

  15. Major Events – Judea and Samaria November 25nd cont’d November 25th cont’d- Approximately 30 Palestinians rioted and threw stones southwest of the Nili community. Approximately 20 Palestinians and Israeli civilians gathered in the vicinity of the Ma'on community. Approximately 60 Palestinians rioted and threw stones in the vicinity of the town of KfarQaddum. Approximately 20 Palestinians gathered east of the Migdal Oz community. Approximately 20 Palestinians rioted and threw stones in the vicinity of the Modi'inillitcommunity. A number of Palestinians rioted and threw stones at an Israeli civilian bus in the vicinity of the Kdumim community. The bus sustained damage. Approximately 60 Palestinians rioted and threw stones north of the Halamish community. The force dispersed the riot.

  16. Major Events – Judea and Samaria November 25th cont’d – November 26th November 25th cont’d- A number of Palestinians rioted and threw stones towards the technical fence in the vicinity of the city of Qalqiliyah. The force dispersed the riot. A number of Palestinians rioted and threw stones towards a peripheral fence surrounding a community east of the Tzofim community. The force dispersed the riot. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle south of the Shilo community. The vehicle sustained damage. A number of Palestinians rioted and threw stones at BGP forces in the vicinity of the NachalKfiracommunity. BGP forces used non-lethal means in order to disperse the riot. One Israeli soldier was lightly injured. A number of Palestinians rioted and threw stones at an IDF force in the city of Hebron. The force dispersed the riot. November 26th- Approximately 30 Palestinians and Israeli civilians rioted and threw stones in the vicinity of the Susya community.

  17. Major Events – Judea and Samaria November 26rd cont’d – November 28th November 26th cont’d- Approximately 20 Palestinians gathered east of the Migdal Oz community. A number of Palestinians rioted and threw stones at a BGP force west of the Sha'ar Binyamin community. The force dispersed the riot. One suspect was taken for questioning. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Ma'aleShomroncommunity. The vehicle sustained damage. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle north of the Ma'aleShomroncommunity. One Israeli civilian was lightly injured. November 27th- A number of Palestinians rioted and threw stones at an IDF force north of the Tamar community. The force dispersed the riot. November 28th- IDF forces demolished one illegal Palestinian structure west of the KiryatSefercommunity. A number of Palestinians gathered at the spot in protest and later dispersed without incidents.

  18. Major Events – Judea and Samaria November 28th cont’d – November 29th November 28th cont’d- A number of Palestinians rioted and threw stones at the chief civilian security officer of the Atara community. Three Palestinians were arrested and transferred to the Israel Police. During a vehicle patrol in the vicinity of the Tekua community, a number of Palestinians rioted and threw stones at an IDF force. The force used non-lethal means to disperse the riot. A number of Palestinians rioted and threw stones at an IDF force north of the Tamar community. An IDF force dispersed the riot. Approximately 30 Palestinians rioted and threw stones at a number of Israeli civilian vehicles south west of the Itamar community. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle in the vicinity of the Maccabim community. November 29th- A number of Palestinians rioted and threw stones at an Israeli civilian vehicle near the Tapouach community. The vehicle sustained damage.

The force initiated the suspect engagement procedure in order to disperse the riot. A number of Palestinians rioted and threw stones at an Israeli civilian vehicle south of the Migdal Oz community. The vehicle sustained damage. November 30th- A number of Palestinians rioted and threw stones at an IDF force east of the ShavieShomroncommunity. The force dispersed the riot. A number of Palestinians rioted and threw stones at an IDF force in the vicinity of the NahalKfiracommunity. The force dispersed the riot.

  20. Major Events – Gaza Strip November 16th – November 17th November 16th- The IAF initiated a pinpoint strike targeting a Hamas military outpost in the vicinity of the town of Sheikh Radwan. The IAF initiated a pinpoint strike targeting a Hamas tunnel intended for terrorism in the vicinity of the city of Tuffah. Three suspicious boats carrying a number of Palestinians were identified crossing into Israeli territorial waters. A navy patrol vessel arrived at the location and the boat turned around. A mortar shell hit an IDF armored vehicle in the Nahal Oz base.

  22. Major Events – Gaza Strip November 23th – November 28th November 23rd- Approximately 20 Palestinians gathered in the vicinity of the Erez crossing and later dispersed without incidents. November 26th- One rocket landed south of the Karni crossing. One rocket landed south of the Nirim community in an open area. November 27th- The IAF initiated a pinpoint strike targeting a PIJ outpost in the vicinity of the Nuseirat camp. The IAF initiated a pinpoint strike targeting a 'Hamas' outpost in the vicinity of the town of Khan Yunis. Two Palestinians crossed the technical fence southwest of the Karnicrossing. The suspects were taken for questioning and later released into the Gaza Strip territory. November 28th- A suspicious Palestinian boat was identified crossing into Israeli territorial waters. A navy patrol vessel initiated the engagement procedure for suspicious vessels and the boat turned around.

  23. Major Events – Gaza Strip November 28th – November 29th November 28th- A suspicious Palestinian boat was identified crossing into Israeli territorial waters. Israeli navy vessels escorted the suspicious boat to the port of Ashdod. Two Palestinians were arrested. One was transferred to the ISA for questioning. A suspicious Palestinian boat was identified crossing into Israeli territorial waters. A navy patrol vessel initiated the engagement procedure for suspicious vessels and the boat turned around. November 29th- Three suspicious Palestinian boats carrying 12 passengers were identified crossing into Israeli territorial waters. Israeli navy vessels escorted two of the boats to the port of Ashdod. A number of Palestinians were taken for questioning and later released.

  24. Major Events – The Northern Arena November 29th November 29th- Three Grad missiles were launched from Lebanon. One landed in an open field in the vicinity of the KfarVradimcommunity. The two other missiles landed in the vicinity of the Netouha community, damaging a chicken coop and a gas pipeline. As a result a fire started in the area. In response to the rockets, an IDF artillery battery fired several shells in the direction of a number of suspected launching points in the vicinity of the Aita a-Shaabvillages.
