THE FEDERAL MANDATE“Planning Factors” • Support the economic vitality of the metropolitan area • Increase the safety of the transportation system for motorized and non-motorized users • Increase the security of the transportation system for motorized and non-motorized users • Increase accessibility and mobility of people and freight • Protect and enhance the environment, promote energy conservation, improve the quality of life, and promote consistency between transportation improvements and State and local planned growth and economic development patterns • Enhance the integration and connectivity of the transportation system, across and between modes, for people and freight • Promote efficient system management and operation • Emphasize the preservation of the existing transportation system • The Metropolitan Transportation Plan should include ….. “(as appropriate) emergency relief and disaster preparedness plans and strategies and policies that support homeland security (as appropriate) and safeguard the personal security of all motorized and non-motorized users.”

RECOMMENDATIONS FOR METRO COG Strengthen Human and Institutional Capacity • Coordinate with EXISTING EMERGENCY MANAGEMENT / SECURITY GROUPS • Work proactively with KEY ENTITIES to address TRANSPORTATION SECURITY PLANNING in the region • Coordinate HAZARD TRAINING EXCERCISES with neighboring jurisdictions / agencies • Coordinate Asset Management and Planning • Develop a Regionally Significant Transportation Infrastructure (RSTI) • Work with KEY ENTITIES to ANALYZE the transportation network for redundancies in moving large number of people • Offer ASSISTANCE for interagency coordination of evacuation route, identification of shelter points etc.

RECOMMENDATIONS FOR METRO COG • Institutionalize project security profile and assessment • Add SECURITY PLANNING AUDIT to UPWP • CLARIFY types of INFORMATION available for inclusion in planning program • Assess security aspects of TRANSPORTATION PROJECTS in MTP • Establish Sustainability in Regional Security Partnerships • Evaluate existing PUBLIC PARTICIPATION PLAN • Identify “INTERESTED PARTIES” specifically Incident Management and Emergency Management Stakeholders • Encourage CONSULTATION with Incident Management and Emergency Management Stakeholders when updating “Growth Plans” and “Ordinances”

IMPLEMENTATION PLAN 2008 • Metro COG engages INCIDENT MANAGEMENT and EMERGENCY MANAGEMENT stakeholders in the review and adoption of the “Metro Intelligent Transportation Deployment Plan” • Metro COG establishes a CRITICAL PARTNERS GROUP to participate in a Focus Group for Metropolitan Transportation Plan (MTP) update • “Critical Partners Group” will assist Metro COG in defining the RSTI • “Critical Partners Group” will assist in integrating TRANSPORTATION SECURITY into the MTP • “Critical Partners Group” will assist in defining SECURITY related elements within 2009-2010 Unified Planning Work Program (UPWP) • “ Critical Partners Group” will redefine the ITS DEPLOYMENT COMMITTEE • “ Critical Partners Group” will begin discussion on integration of “Incident Management” and “Emergency Management” into ITS DEPLOYMENT

IMPLEMENTATION PLAN 2009 • Metro COG initiates work on MAJOR PROGRAM ELEMENT – “Alternate Route/Evacuation Planning” effort • “Alternate Route/Evacuation Planning Effort” will integrate EXISTING TOOLS AND TECHNOLOGIES such as “Regional Travel Demand” and “Freeway Microscopic Simulation Models” • “Alternate Route/Evacuation Planning Effort” will integrate existing ITS INFRASTRUCTURE and possible new infrastructure needed • Metro COG will work with redefined “ITS Deployment Committee” on deployment of Metro ITS DEPLOYMENT PLAN. • Metro COG will facilitate dialogue and actions aimed at INCREASED COLLABRATION between “ITS and Incident Management Stakeholders”
