This presentation recaps the key discussions from the Tasmanian DCDB National Workshop held from July 28-30, 2010. Led by Andrew Tomes and Julian Gill, the workshop focused on the development and management of the Digital Cadastral Database (DCDB), including data delivery, cadastral maintenance, and strategies for improving spatial accuracy. Key themes included achievements and challenges in cadastral data management, the importance of topological consistency, and future directions for enhanced data sets in various governmental layers.

TASMANIAN JURISDICTIONAL UPDATE DCDB National Workshop 28-30 July 2010 Andrew Tomes Manager - Spatial Data & Julian Gill Program Leader - Cadastral & Transport Department of Primary Industries, Parks, Water and Environment
Introduction – Topics to be covered in presentation • Development of DCDB • Cadastral Model overview and Managing Environment • Delivery of Cadastral Data • Cadastral Maintenance and issues • Strategies to improve spatial accuracy • Achievements, Issues, Challenges and direction ahead • Questions DCDB Workshop – TAS Presentation

THE CAD_TYPE – ALLOWS CLASSIFICATION INTO THEMES • CAD_TYPE 1 – PRIMARY CLASSIFICATION • CAD_TYPE 2 – SUB CLASSIFICATION • The combination can produce many discreet deliverable datasets. • Cadastral Parcels is the key framework cadastral dataset • Other data themes extracted on the Cad_type • Having all the themes managed in the one environment ensure topological consistency between layers when delivered. OTHER DERIVED DELIVERABLE CADASTRAL DATASETS • Easements • Crown Leases and Licences • Private Reserves incl. Conservation Covenants • Ramsar Wetlands • World Heritage Area • Public Land Classification (Reserves) • Local Government Area Reserves (Public Open Space) • Some Miscellaneous Categories • LGA, Locality, Electoral Boundaries maintained as discreet layers and over time may not align with parcels DCDB Workshop – TAS Presentation
DATA MANAGEMENT PRINCIPLES • Data is managed within Data Management Server and separated from data delivery • Business rules - consistency and some enforced validation • Stores Feature Based Metadata (FMP’s) • Pessimistic Locking for editing sessions • QA procedures prior to checking in of data • Created_On and Retired_On dates provide temporal change history • Changes are replicated into Data Delivery Server nightly • Delivery data is joined with code list values and split into various standard deliverable data sets DCDB Workshop – TAS Presentation
DELIVERY OF CADASTRAL INFORMATION • Data replicated nightly to Data Delivery Server • Automated delivery using FME through FTP server • Customised to client requirements • Service Level Agreements for most clients • LGA’s dependant upon data • LISTMAP displays cadastre and associated layers • Automated Map Production processes for 1:25K mapping DCDB Workshop – TAS Presentation

WHERE WE ARE AT NOW • Current management environment • Client – ARC GIS 9.3 • Server – Arc SDE 9.3 • Oracle 11g (SDE Binary) • Over 2 million boundary segments in Datamodel • 21% of boundaries are within 1 metre of true position • 380,000 parcels in Cadastral Parcel layer DCDB Workshop – TAS Presentation
ACHIEVEMENTS, ISSUES AND CHALLENGES OF PAST YEAR • Branch Restructure resulting in new Program Area to manage Cadastre, Transport and Addressing maintenance • Significant staff reduction from salary restraints resulting from 2009 economic crisis • Efficiency gains through combining cadastral and road centreline maintenance and multi-skilling of staff • Gains in improvement of cadastral spatial and attribute accuracy through routine maintenance, joint projects and targeted replots • High reliance upon cadastre data from clients particularly Councils.
