  2. What we check and find in draft OPs Specific objectives • Key issue for starting the discussion of intervention logic • Often vague in first draft – "business as usual" approach. Result indicators • Baseline sometimes missing; baseline good test of feasibility of policy monitoring. Sometimes too distant from policy. First draft is very often rejected by us…but we see real progress and understanding in later drafts.

Some examples needing improvement Specificobjective: • Increase the benefits of research to society Result indicators: • 1 Number of participating supported research teams realised in foreign programmes of international cooperation • 2Proportion of specialised publications with co-authorship of XX and foreign researchers • 3 International patent applications • 4 Number of researchers using newly created, expanded or upgraded infrastructure • 5 Number of students who use the newly built, expanded or upgraded infrastructure for research-oriented study programmes • 6 Implemented new products of strategic management of RDI • 7 Proportion of specialised publications with co-authorship of research organisations and enterprises • 8 Number of regions implementing new tools to support RDI
